In the early morning of May 3, 1928, a peaceful scene in Jinan City, at 9:00 a.m., a soldier of the Northern Expeditionary Army was shot dead while passing through the Japanese military security zone, and when the Northern Expeditionary Army moved to christ hospital, the Japanese army suddenly opened fire and attacked two other battalions at the same time, and the Northern Expeditionary Army suffered heavy losses.

Because Chiang Kai-shek blindly compromised and retreated and issued orders not to resist, the Japanese invading army was so fierce that it killed people when it saw them, and for a while the corpses were all over the streets, the blood flowed like a river, and the mourning was moving, and more than 7,000 Chinese troops were forced to surrender their weapons. The Japanese army also sent troops to invade the Shandong Negotiation Bureau, killing Cai Gongshi, director of the Foreign Affairs Department of the Field Affairs Committee, and all the staff of the Negotiation Bureau.

The "May 3rd" massacre shocked China and foreign countries. On May 3 of the following year, people from all walks of life in Qingzhou jointly held a congress to denounce the atrocities of Japanese imperialism and erected this monument. At first, the monument was stored in the Tianqi Temple, and later in order to protect it, it was thrown into the East Gate Sweet Water Well, and it was not salvaged until 1964 that it was transported to the Qingzhou Museum.
