Gathering Talents: Bringing In and Out to Strengthen the "Think Tank"
Talent is the vanguard of winning the battle against poverty. Yongzhou has helped alleviate poverty by selecting talents, and proposed to train talents, discover talents and reuse talents in the frontline of poverty alleviation.
In 2015, Zheng Mingming, a master's student at Tsinghua University, was selected to jiangyong county in Hunan, a provincial-level poverty-stricken county, to serve as the party secretary of Yuankou Yao Nationality Township. Under his leadership, pillar industries such as taro, greenhouse vegetables, and flue-cured tobacco have risen. In 2016, the township achieved poverty alleviation of 265 households and 876 people, 2 villages withdrew from the ranks of poor villages, and by the end of 2017, 701 households and 2230 people will be lifted out of poverty, achieving poverty alleviation in the whole township.

In 2017, the Yongzhou Municipal Party Committee selected 18 talents with high comprehensive quality and adapted to grass-roots work from the talents introduced, and served as deputy secretaries of township party committees and deputy mayors at the grass-roots level. At the same time, the activity of "10,000 cadres going down to the grass-roots level and accurately helping and solving problems" was launched, more than 10,000 cadres from the city and county organs entered the villages to carry out paired assistance, and the task force set up by 2607 cadres was stationed in the village to carry out assistance, so as to achieve full coverage of the city's poor villages in the village and the paired assistance of party members and cadres of poor households.
Yongzhou also newly selected 184 full-time secretaries to serve in poor villages and weak and scattered villages to make up for the shortage of grass-roots party building talents.
While leading existing talents to the front line of poverty alleviation, Yongzhou also recognizes the shortcomings of its own shortage of talents. "How to solve the problem of talent? In the first half of this year, 227 doctoral and master's degree students chose Yongzhou to obtain preferential treatment in eight aspects, such as salary treatment, living subsidies, and job employment.
Make good use of talents: science and technology commissioners intellectually alleviate poverty
Without effective integration, it is difficult to exert the synergy of talents.
In order to break the dilemma, Yongzhou quickly improved the selection method of science and technology commissioners: from a single selection to a team selection, from the city to the province's universities, scientific research institutes to promote, established the idea of "an industry hires a team leader, backed by a university (institute) resources, introduces a high-level talent team, cultivates a local talent team, and develops an industry".
Focusing on the list of grass-roots needs, the Yongzhou Municipal Party Committee actively docked with universities and scientific research institutes in Hunan Province, hired or invited well-known experts and scholars, and formed 5 scientific and technological expert service groups. Poverty alleviation is preceded by wisdom, and "blood transfusion" must be "hematopoietic". Yongzhou vigorously trains local talents, so that poor areas can pull up the "root of poverty" and cure "poor diseases" from the source.
Jiang Louxi, a villager in WenCun Village, Yingjiang Street, Yongzhou Dao County, achieved a win-win effect of taking the lead in getting rich and leading the masses to get rich together by planting goldenrod chrysanthemums and building tea brands. Xu Lihong, a poor household in Shimashen Village, Qiaoba Town, Daoxian County, has developed the loach farming industry through training.
Focusing on the local advantageous industries and the needs of the grass-roots masses, Yongzhou also takes the Yongzhou Industry and Trade School as the carrier and jointly builds a practice teaching and research base and training center with the Cadre Management College of the Ministry of Agriculture to develop and train rural practical skills talents on a large scale, focusing on cultivating medical education talents, cultural tourism talents, rural practical technical talents and social work talents needed by grass-roots units such as townships, rural areas, communities, enterprises, etc., training more than 10,000 rural party members and young farmers every year, and realizing the city's grass-roots cadres, teachers, doctors, and other grass-roots cadres in the city within 5 years. At present, the city's poverty-stricken counties and districts have worked hematopoiesis and actively innovated training measures. Among them, Xintian County, a state-level poverty-stricken county, uses the integrated role of "Internet +" in the process of training and employment to focus on cultivating industrial poverty alleviation workers. Since 2016, Xintian has lifted more than 2,700 urban and rural families out of poverty through "one household training one industrial worker".
