From January 2016 to July 2017, defendant Xu Ying, in charge of collecting and withdrawing the security deposit for general procurement bidding projects, took advantage of the position of the management unit's financial bills, financial chapters, and the special account of the Liuhe District Government Affairs Management Office to issue transfer cheques in the name of returning the security deposit 10 times without the approval of the leadership, and misappropriated 1.8 million yuan from the security deposit account for her own use.
