The "Opinions" are deployed from the aspects of promoting the organic integration of online and offline consumption, accelerating the capacity building of new consumption infrastructure and service guarantees, optimizing the environment for the development of new consumption, and increasing the support of new consumption policies, and clarifying the division of responsibilities and labor of the National Development and Reform Commission, the Ministry of Commerce, the Ministry of Industry and Information Technology, the Ministry of Finance and other departments. The "Opinions" proposes to establish and improve the "Internet + service" and e-commerce public service platform, and accelerate the online docking of social services and the deep integration of online and offline. Zhu Keli suggested that the next step should be to take new consumption and new infrastructure as the two wings, to promote industrial integration and innovation and digital transformation as the starting point, to build a new economic ecosystem with new infrastructure as the operating foundation, new production factors as the internal source, new market players as the living force, new cooperation methods as the organizational form, and the new governance system as the long-term support, so as to maintain the stability of China's economy and open up a new development pattern.
