It is understood that Zhu Xuqing was born in 1960, joined the Panyu County Public Security Bureau in 1987, and successively served as the deputy captain of the Luoxi Traffic Police Squadron of the Panyu City Public Security Bureau, the director of the Political Work Office of the Panyu City Public Security Bureau, the deputy director of the Panyu City Public Security Bureau, the deputy director of the Panyu Branch Bureau of the Guangzhou City Public Security Bureau, the deputy head of the Preparatory Group of the Nansha Public Security Agency of the Guangzhou City Public Security Bureau, the political commissar and secretary of the Discipline Inspection Commission of the Nansha District Bureau of the Guangzhou Municipal Public Security Bureau, and from October 2008 to the time of the incident, he served as the head of the plainclothes investigation detachment of the Guangzhou Municipal Public Security Bureau.

The court found that between 1989 and 2015, Zhu Xuqing took advantage of his position to illegally accept bribes totaling RMB130,000, HK$65,000 and SG$10,000 from others to seek benefits for others. Among them, from 1989 to 2005, Zhu Xuqing repeatedly accepted red envelopes totaling 80,000 yuan from Jiang Mou, who operated the China-Pakistan business. From 1999 to 2008, every mid-autumn festival and Spring Festival, he illegally accepted red envelopes and shopping cards sent by his subordinate Zhou Mou at home many times, with a total value of 40,000 yuan. Zhou said that the gift to Zhu Xuqing was mainly to leave a good impression on the leader.

In Zhu Xuqing's case, Lai Mou, the owner of nightclubs and other businesses, was closely related to him. Lai, the general manager of Guangzhou Yifa Street Property Management Co., Ltd., in order to improve his relationship with Zhu Xuqing, and through Zhu Xuqing's relationship with Wu Sha, then director of the Guangzhou Municipal Public Security Bureau (handled in a separate case), he gave Zhu Xuqing a total of HK$60,000 and S$10,000 in gambling funds totaling HK$60,000 and S$10,000 in casinos in Macau and Singapore, paid a total of RMB10,000 for Zhu Xuqing's air tickets, and paid Zhu Xuqing HK$5,000 for his daughter's car rental from Hong Kong to and from the mainland. In 2010, Zhu Xuqing took advantage of the convenience of his position to actively contact Wu Sha, and with Wu Sha's help, Lai was illegally lifted from the online pursuit measures.

According to Zhu Xuqing's confession, Lai opened a number of hotels in Panyu, operating nightclubs, saunas, game consoles and other businesses, suspected of pornography, gambling and drugs, which all need the care of the public security organs.

He and Zhu Xuqing and others had accompanied Wu Sha to the Singapore casino, and had also accompanied Zhu Xuqing to gamble in Macau alone. Wu Sha said that once he did not go to Macau due to physical discomfort, gave Zhu Xuqing about HK$50,000, let him count his share when gambling, and not long after, Zhu Xuqing gave him back the capital in Guangzhou and gave him another 100,000 Hong Kong dollars.

For Wu Sha and Zhu Xuqing, it seems that winning more and losing less, in fact, it is because it depends on a certain bottom. Lai's testimony said: "After gambling so many times, everyone divides the money when they win, sometimes they don't win so much, in order to make Wu Sha and Zhu Xuqing happy, I will also advance some money to share with them, in fact, I send it myself, it is also sent like this, it is better to take this opportunity to say that winning is the same." ”

Zhu Xuqing also knew in his heart that Lai was sending money to him on the pretext of gambling in partnership. Sometimes Lai comes to him for an errand, and he will actively help him. Once, a police officer from the Panyu Public Security Bureau made trouble after drinking in Lai's nightclub, and Lai called him, and it was he who also came forward to help him settle the matter and educated the troublemaker police.

Lai also said that from around 2008 to 2015, Zhu Xuqing complained in front of him many times, saying that after taking office in Guangzhou, no one gave him gifts, so he prepared gifts worth about 10,000 yuan every year (tea, cordyceps flowers, flower glue, etc.).

In 2007, Wu Sha's daughter went to France to study, and Wu Sha and his wife, Lai Mou, Zhu Xuqing and about 15 other people accompanied her and traveled by the way. Her daughter testified that when she graduated in 2009, her parents, Lai, Zhu Xuqing, and others also went to pick her up and traveled and shopped.

Around 2010, when Lai went to Hong Kong from Nansha, Guangzhou, he was controlled by border inspectors and was not allowed to leave the customs, and he learned that he was involved in a game machine gambling case in Hengyang, Hunan Province, and was restricted from leaving the country by the Hengyang police. He then found Zhu Xuqing, and Zhu Xuqing found Wu Sha again. Wu Sha said that he learned that Lai's business partner was arrested for opening a local casino, and identified Lai as the boss behind the scenes. It was inconvenient for him to come forward, so Wu Sha found someone to coordinate with the Hunan side, and Lai was not taken measures, but fined 600,000 yuan.

But in Lai's mouth, these 600,000 are of a different nature. He said: "There were a few people from the police in Hengyang, Hunan, we had a meal together, we also made a record, I paid 600,000 yuan to sponsor their detention center, and my border control was lifted." ”

In August 2015, the Guangdong Provincial Commission for Discipline Inspection of the Communist Party of China discovered that Zhu Xuqing was suspected of serious violations of discipline during an investigation into another case, and on October 22 of the same year, the investigation team of the commission controlled Zhu Xuqing in the conference room of the Guangzhou Municipal Public Security Bureau and took measures to review the two regulations. Recently, the Zhuhai Intermediate People's Court made a judgment in the first instance on Zhu Xuqing's case, and sentenced him to 3 years' imprisonment and a fine of 300,000 yuan for accepting bribes for voluntarily admitting guilt and returning all the stolen goods.

According to the Guangdong Provincial Commission for Discipline Inspection in November 2015, Wu Sha, former member of the Standing Committee of the Guangzhou Municipal Party Committee and secretary of the Political and Legal Affairs Committee, was investigated by the organization for suspected serious violations of discipline. At present, the Wu Sha case has entered the judicial process.

According to the discipline inspection department, between 2003 and 2014, the expenses of Wu Sha and his entourage going abroad (abroad) many times were paid by the enterprise. Among them, Wu Sha and his subordinates have traveled to Europe, Maldives and other places on private planes arranged by Hong Kong business owners twice, and have accepted a company to pay a total of 1.622 million yuan for their travel expenses on four occasions.
