In order to ensure the fairness and impartiality of the competition, the organizing committee invited senior film and television personalities from the three regions across the Taiwan Straits to serve as judges, including Dr. Zhong Minqiang, president of the Hong Kong Micro Film Society and tutor of the Master of Film and Television Finance Class of Hong Kong Baptist University, Mr. Wu Cangzhou, a senior filmmaker in Hong Kong and the winner of the Best Screenplay of the Academy Awards, Cai An'an, president and director of the Macao Film Association, Zhang Xiaodi, executive vice chairman of the Guangdong Television Artists Association and former president of the Southern Film and Television Group, director of the Creative Writing Research Center of Guangdong University of Foreign Studies. Guangdong Film and Television Review Committee specially invited judge Liu Hailing and other expert judges. Zhang Liang, winner of the Lifetime Achievement Award of the 30th Golden Rooster Awards of Chinese Film and a national first-class director, served as an artistic consultant and was awarded the honorary title of "National Film Artist with Outstanding Contribution" by the Ministry of Personnel and the State Administration of Radio, Film and Television.
