In order to suppress the police situation of telecommunications network fraud and further improve the effectiveness of crackdown, at the invitation of the Anti-Fraud Center of Kunming Municipal Public Security Bureau, Yang Chen, an expert in the investigation of telecommunications fraud cases of the Ministry of Public Security, went to the Anning Municipal Public Security Bureau on the morning of January 26, 2019 to conduct a training seminar on the prevention of telecommunications network fraud and the investigation and control of case capital flows. Deputy Director Liu Hongtao, more than 50 people from criminal investigation, network security, economic investigation, joint warfare, public security, political work, command center, leaders of 13 police stations and police officers listened to and studied.
In terms of the investigation and control of the flow of funds in the case, Teacher Yang Chen took the case analysis as the entry point, took the remittance, transfer, withdrawal and other methods of the capital flow involved in the case and their analysis skills as the theme, and taught in an in-depth and simple manner the techniques and tactics for the rapid landing of funds, the rapid landing techniques and tactics of information flow, the in-depth study and judgment of the case, and the coordination and cooperation of network security, technical investigation, intelligence and multi-police departments to carry out investigation work.
In terms of preventing telecommunications network fraud, Teacher Yang Chen taught the "five advances" (into the community, into the township, into the school, into the enterprise, into the market) prevention experience in combination with the actual situation, and suggested that the prevention work should be led by the Political and Legal Committee to sign a letter of responsibility with the school, sign and install the Qiandun app in hotels and hotels, and promote the installation of WeChat programs to end fraud and register the Golden Bell Cover Amulet among teachers and students in colleges and universities.
This lecture improved the knowledge and skills of all participants in the investigation and handling of telecommunications fraud cases, and provided very practical guidance for the prevention of such crimes in the future.
