Hualong Network April 11, 00:04 (Reporter Zhou Xiaoxue) Yesterday (10), on the eve of the National Security Education Day, the Chongqing Inspection and Quarantine Bureau concentrated on supervising the destruction of 142 batches of animals and plants and their products with a total weight of 300 kilograms illegally entered the country in the black-stone landfill, all of which were intercepted by inspection and quarantine personnel from the goods and mail carried by inbound passengers. The seizures came from 35 countries or regions, many of which were products from automatic plant-affected areas, such as meat products and dairy products from foot-and-mouth disease-affected areas such as India, South Korea, Vietnam, etc., and chicken from the United Kingdom, which is endemic to avian influenza. In order to prevent the invasion of alien species, the inspection and quarantine staff specially eliminates the quarantine risk of seeds, seedlings and other items in the intercepted materials through measures such as autoclaving.

In recent years, the Chongqing Entry-Exit Inspection and Quarantine Bureau has attached great importance to the biosecurity of the national gate, and has carried out the "Green Bud" special action with the theme of "cracking down on illegal carrying and mailing of imported plant seeds and seedlings and other prohibited imported substances" for four consecutive years, effectively guarding the biosecurity of the national gate at the Chongqing port. Taking 2017 as an example, the Chongqing Inspection and Quarantine Bureau intercepted 2006 batches of illegally carried/delivered animals and plants inbound in passengers' belongings and mail, and detected 932 kinds of epidemics.

Among them, there were 12 kinds of quarantine pests, including the detection of cayenne pepper fruit flies from peppers carried by Thai inbound passengers, the detection of orange small fruit flies, ocean rump mealybugs and cocoa galls from various fruits illegally carried by inbound passengers from Thailand and Vietnam, the detection of coffee fruit beetles from the mailing of coffee green beans in Singapore, and the detection of bulbous stem nematodes from Japanese mailing plant pots. These intercepted illegally imported animal and plant products carry a high risk of animal and plant disease epidemics abroad, and many of them are invasive pests themselves, and once introduced into China, the impact on ecological security is often irreparable.

Traveling back to China, overseas orders with the click of a mouse have inadvertently become the porters of foreign pests and the second hand of animal and plant disease epidemics, often ending in the destruction of the surrounding ecological environment and the serious reduction of grain, fruits and vegetables in their hometowns.

The Chongqing Entry-Exit Inspection and Quarantine Bureau particularly reminds that the general public should conscientiously understand and consciously abide by the 16 items of prohibited imports, such as live animals, meat and their products, plant seeds and seedlings, fruits, and strains stipulated in the "Directory of Animals and Plants prohibited from Being Carried or Mailed into China by the People's Republic of China", and once they are found, they will be returned or destroyed. Moreover, according to the Criminal Law of the People's Republic of China and the Supplementary Provisions of the Supreme People's Procuratorate and the Ministry of Public Security on the Standards for Filing and Prosecuting Criminal Cases Under the Jurisdiction of Public Security Organs (I), criminal liability may be pursued for acts such as "carrying or sending the items listed in the List into the country more than twice within one year to evade quarantine, or stealing, snatching, destroying or throwing items listed in the List intercepted by the animal and plant quarantine organs", and the maximum penalty is fixed-term imprisonment of not more than three years or criminal detention.
