At 9:00 a.m., the first session of the Sixteenth Municipal People's Congress held its third plenary meeting to vote and approve the list of chairmen, vice chairmen, and members of the special committees of the Sixteenth Municipal People's Congress.
The meeting voted to approve the list of superintendent voters and scrutineers. The superintendent voter and the scrutineer wear a sign and go to the designated voting area to perform tasks and check the ballot box. Then, the staff of the congress distributed the votes for the election of the chairman, vice chairman, and secretary general of the Standing Committee of the Sixteenth Municipal People's Congress, members of the Standing Committee of the Sixteenth Municipal People's Congress, mayor and vice mayor of the Municipal People's Government, director of the Municipal Supervision Commission, president of the Municipal Intermediate People's Court, and chief procurator of the Municipal People's Procuratorate.

In accordance with the "Decision of the Standing Committee of the National People's Congress on the Implementation of the Constitutional Oath System" and the "Measures for the Implementation of the Constitutional Oath System in Hebei Province", the elected chairman, vice chairman, secretary general, and member of the Standing Committee of the Sixteenth Municipal People's Congress, the mayor and vice mayor of the Municipal People's Government, the chairman of the Municipal Supervision Commission, the president of the Municipal Intermediate People's Court, and the members of the special committees of the Sixteenth Municipal People's Congress voted by the congress solemnly swore an oath to the Constitution.
