Liu Shuang: Implement the main responsibility of the inspection and strengthen organizational leadership

The Hebei Provincial Party Committee adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implements the requirements of Comrade Zhao Leji's speech at the National Inspection Work Conference and the City and County Inspection Work Promotion Conference, keeps in mind that "the implementation of the main responsibility is the fundamental place for managing the party and governing the party" and "grasping the inspection is the concretization of the main responsibility of the party committee", strengthens organizational leadership, and continues to promote the in-depth development of the inspection and inspection work.

First, improve the political position and strengthen political responsibility. Hebei is located in the key area of Gyeonggi, and undertakes the major political responsibility of defending the security of the capital and being a political "moat" of the capital. General Secretary Xi Jinping knows and loves Hebei deeply, and has inspected Hebei 7 times since the 18th National Congress of the Communist Party of China. In order to ensure that the major decisions and deployments of the Party Central Committee and the important instructions of General Secretary Xi Jinping are implemented in Hebei, the provincial party committee has always regarded the inspection and inspection work as a practical test to achieve "two safeguards", grasping it in its hands and shoulders. Since the Ninth Provincial Party Committee, the Standing Committee of the Provincial Party Committee has conducted 23 special studies on inspection and inspection work, examined and approved each round of inspection work plans, and listened to inspection work reports. The important instructions of General Secretary Xi Jinping on the work of Hebei were refined into 12 aspects and 68 key tasks, which were regarded as the top priority of inspection and supervision. Formulate the "Opinions on Strictly Implementing the Responsibility of Comprehensively and Strictly Administering the Party's Main Body and Supervision Responsibility", and make deepening political inspection and inspection and rectification and implementation an important part of the Party Committee's performance of its main responsibility. Inspection, rectification, and inspection work will be listed separately in the annual appraisal of the leading bodies of cities, counties, and units directly under the provincial government, and the weight will be increased to give play to the role of the "baton" of appraisal. The Inspection Office of the Provincial Party Committee sent personnel to attend the meetings of the Standing Committee of the Municipal Party Committees and the special meetings of the secretaries, and handed over the list of problems in person, effectively transmitting the pressure of responsibility. Comrade Wang Dongfeng, secretary of the provincial party committee, personally did his best to earnestly fulfill the responsibility of the first responsible person. In the past two years, he has attended the inspection mobilization deployment meeting three times and made specific instructions 86 times. Personally plan to promote the promulgation of the "Opinions on Further Promoting the High-quality Development of Inspection and Inspection Work in the New Era", clarify the specific requirements of "three full coverage, six to ensure implementation", and promote the high-quality development of inspection and inspection work. Personally proposed to promote the province's 11 districted cities, Xiong'an New Area, 168 counties (cities, districts) party committee inspection work leading group leaders, all of which are to be appointed as party secretaries at the same level; a list of 23 responsibilities was listed, and the specific responsibilities of the leaders, executive deputy leaders, and deputy leaders of the leading groups were clarified. The special meeting of the secretary of the provincial party committee will listen to the reports of the inspection team one by one, point out the problems of personnel and matters, and put forward clear opinions on 385 typical problems and clues of important problems.

Second, cherish the opportunity of the pilot and vigorously grasp the improvement of work. In 2019, Hebei was selected as one of the three pilot provinces for inspection and guidance of provinces (autonomous regions and municipalities) in the country. The secretary of the provincial party committee attaches great importance to it, personally participates in the special counseling and speech of the "lecturer group" of the Central Inspection Office, gives instructions on cooperating with the pilot work 22 times, and emphasizes the importance of the pilot work at major provincial meetings many times, forming a strong joint force for all levels and departments to do a good job in the pilot work. The Standing Committee of the Provincial Party Committee conducted 3 special studies, reviewed and approved the work plan, and timely studied and implemented the guidance and supervision opinions and suggestions. Through the pilot, the provincial inspection leadership system and mechanism have been further improved, and a number of key key issues such as functions and responsibilities, integration and integration, and team building have been solved. In order to consolidate and deepen the results of the pilot, the provincial party committee made timely deployment and carried out inspection, guidance and supervision of the whole province. While doing a good job in the prevention and control of the new crown pneumonia epidemic, we will carry out a one-month training for all staff, arrange 15 guidance and supervision groups, and promote the continuous development of comprehensive and strict management of the party with the standardization of inspection work, with the city leading the county, linking the provinces directly, and promoting the comprehensive and strict management of the party to develop in depth.

Third, consolidate the responsibility for rectification and reform, and promote integration. The provincial party committee has always regarded the rectification and implementation of the feedback from the central inspection as a major political task, organized a "review", and specially arranged a round of rectification and supervision to ensure comprehensive rectification and thorough rectification. Strengthen the "one post, two responsibilities", the Standing Committee of the Provincial Party Committee took the lead in implementing the rectification task, and the vice governor of the provincial government attended the inspection feedback meeting of the provincial units and put forward rectification requirements. In the first six rounds of inspection feedback of the Ninth Provincial Party Committee, there were 6338 problems, and the rectification completion rate was 98.63%. Strengthen supervision and penetration, revise and refine the coordination mechanism between inspection bodies and discipline inspection and supervision organs and departments such as organizations, audits, and petitions, persist in face-to-face briefings before inspections, discuss important situations during inspections, strengthen daily supervision after inspections, establish a rectification and reform and continuation reporting system, and realize the integration of the whole link.

Fourth, strengthen the construction of the team and strengthen organizational safeguards. The provincial party committee attaches great importance to and specializes in studying the construction of the contingent of inspection institutions and solving specific problems. The first is to build a strong institutional team. Since the Ninth Provincial Party Committee, the number of leading bodies, internal organs and establishments of the Inspection Office of the Provincial Party Committee has been increased, and 3362 inspection cadres have been implemented at the city and county levels, with a rate of 95%. The second is to play the role of "melting pot". Persist in drawing hard and hard personnel, establish a talent pool for inspection, and implement modular allocation of cadres; regard the experience of units below the county (city, district) level for inspection and inspection as grass-roots work experience. The third is to speed up the construction of informatization. A video conference system for provincial, municipal and county three-level inspection and inspection institutions has been built, and the provincial finance has allocated special funds to build a "five libraries, two networks and one platform" to create an information network system that runs from top to bottom. The fourth is strict supervision and management. Adhere to the system of collective conversations between the leaders of the inspection groups before the inspection, establish a mechanism for visiting the main responsible persons of the inspected party organizations during the inspection, formulate 11 specific measures to strengthen the supervision and management of on-site inspections, strengthen the supervision of the inspection groups, and create a loyal and clean inspection iron army.
