Gaotan Town is the earliest birthplace of the revolution in Huidong and even Huizhou. In 1922, Peng Pan, the "king of the peasant movement", walked from Haifeng to Gaotan in Huizhou to carry out the peasant movement, sowing the seeds of revolution. Since then, Gaotan has become one of the birthplaces of the revolutionary struggle in Dongjiang, one of the birthplaces of the first batch of district-level Soviet power in the country, and is known as the "Red Capital of Dongjiang".
In May 1927, after the first armed uprising in Dongjiang, the workers and peasants in the four counties of Hai (Feng) Lu (Feng) Hui (Yang) and Zi (Jin) took the initiative to withdraw from the town and move closer to Gaotan Zhongdong in order to preserve their strength. During this period, the Dongjiang Special Committee of the Communist Party of China was transferred from Haifeng to Zhongdong and worked in Baiqing Building. In August and September of the same year, after the establishment of the Dongjiang Revolutionary Committee, it was also moved to The Baekung Building in Zhongdong.
In October of the same year, the remnants of the 24th Division of the 11th Army of the Nanchang Rebel Army arrived at Gaotan Zhongdong under the leadership of Dong Lang, and then reorganized into the 2nd Division of the Chinese Workers' and Peasants' Revolutionary Army, with the division headquarters located in Baiqinglou. Gaotan Zhongdong became the seat of the party, government, and military leaders of the revolutionary struggle in the Dongjiang River Basin, and also the rear area and base area of the revolution in the Dongjiang River Basin.
