Mafia-type organizations once pulled out 27 umbrellas and now have equity

In May 2018, the Hangzhou Municipal Public Security Bureau and the Jinhua Municipal Public Security Bureau dispatched nearly 500 police forces to carry out arrests, smashing suspected criminal organizations of a triad nature headed by Yu Guanrong, arresting 155 criminal suspects and cracking more than 200 cases.

In July 2018, the Zhejiang Provincial Commission for Discipline Inspection and the Provincial Supervision Commission set up a special case team to investigate and deal with the corruption and "protective umbrella" problems behind the case of the mafia-type organization headed by Yu Guanrong in Binjiang District, Hangzhou, in accordance with discipline and law, and investigated and punished 27 "protective umbrellas", of which 5 served in the political and legal systems of Zhejiang Province, the city and the district.

This case not only involves a large number of people, the scope of the impact is wide, the amount of money involved is also huge, the property disposal and sale work has been carried out for more than a year, the auction items from watches, jewelry to millions of luxury cars and tens of millions of mansions, as well as the equity of dozens of companies.

According to the Ali auction platform, according to the (2019) Zhejiang 07 Xingchu No. 29 Criminal Judgment that has taken effect, 91.2765% of the equity of Zhejiang Zhijiang Cement Co., Ltd. has been auctioned, which is the second auction. The appraisal price is 121.2928 million yuan, the starting price is 68 million yuan, the deposit is 13.58 million yuan, and the increase in price is 340,000 yuan (or a whole multiple). Three mafia-related ringleaders were sentenced to life imprisonment in the first instance for 26 crimes

Speaking of Wang Guancheng, many people are more familiar with Yu Guanrong, another main criminal involved in the case.

On the morning of December 30, 2019, the Intermediate People's Court of Jinhua City and the People's Court of Dongyang City, Zhejiang Province, respectively, publicly pronounced judgments in the first instance in accordance with the law on the case of Yu Guanrong and 66 other people of a mafia-type organization in Hangzhou.

After trial, the court ascertained that after Yu Guanrong was released from prison in 1997 after completing his sentence of hooliganism, he successively became acquainted with Wu Cailong, Wang Guancheng, and others, and Yu Guanrong and Wang Guancheng successively recruited Dai Guosong, Gao Xianchang, Yang Yuejiang, and other persons who had completed their sentences and were idle in society.

In September 2009, Yu Guanrong, Dai Guosong, Wang Guancheng and others conspired to systematically force Hangzhou Fuxing Construction Group Co., Ltd. to transfer shares and forcibly enter the real estate project, illegally profiting 41.8 million yuan, thus establishing a strong position in the Binjiang District of Hangzhou. Later Yu Guanrong and Dai Guosong established Hangzhou Senxiang Municipal Engineering Co., Ltd., further gathered and absorbed Mines, Ye Gangfei, Yang Liqiao, Fu Haiqiao and others, and further strengthened their power.

Through illegal means such as bidding collusion, bid rigging, bribery, and forced trading, the organization has encroached on earthworks, municipalities, and other projects, seized illegal benefits, and gradually formed a mafia-type organization with Yu Guanrong, Dai Guosong, and Wang Guan as organizers and leaders. At the same time, Wu Cailong successively recruited Guodong, Tang Liyun, and others to carry out illegal and criminal activities such as forced trading and picking quarrels and provoking troubles on many occasions.

Since July 2014, Yu Guanrong and Wu Cailong have colluded with each other to gradually form a mafia-type organization with a large number of people, fixed members, clear hierarchies and strict structures, using economic interests and engineering projects as a link.

This mafia-type organization used violence, threats, and other means to use black businessmen and merchants to raise criminal syndicates, and organized the smuggling of 2 guns, 1 illegal sale of firearms, and 2 illegal possession of firearms; 66 cases of picking quarrels and provoking trouble; 22 cases of forced trading; 21 cases of collusion in bidding; 10 cases of illegal detention; 8 cases of extortion and the opening of casinos; 7 cases of gathering crowds to fight; and also carried out 29 illegal and criminal acts such as smuggling precious animal products, falsely issuing special invoices for value-added tax, and sneaking across the national (border) border. The amount involved in the case reached more than 4 billion yuan, causing serious consequences such as 14 minor injuries and 8 minor injuries.

At the same time, it was found that the mafia-type organization co-opted and corrupted state workers to provide shelter for them to carry out illegal and criminal activities, and paid a total of 42 bribes, totaling more than 7 million yuan.

There are as many as 66 members of the mafia-type organization headed by Yu Guanrong, and it has existed for 9 years. The Jinhua City Intermediate People's Court punished Yu Guanrong, Dai Guosong, and Wang Guancheng with 26 crimes, including organizing and leading a mafia-type organization and smuggling weapons, and decided to sentence Yu Guanrong, Dai Guosong, and Wang Guancheng to life imprisonment, deprivation of political rights for life, and confiscation of all personal property. The other defendants were also sentenced separately.
