Ministry of Public Security: Establish a consolation fund system for maintaining the authority of the people's police in law enforcement

Beijing News (reporter Li Yukun intern Ying Yue) reporter learned from the Ministry of Public Security press conference today that the "Regulations on the Work of Public Security Organs to Maintain the Authority of the People's Police in Law Enforcement" will be implemented from February 1, 2019. The regulations point out that public security organs should establish a consolation payment system for maintaining the law enforcement authority of the people's police.

At the press conference, Zhang Xiangning, director of the Police Supervision Bureau of the Ministry of Public Security, said that since March 2017, the Provisions have been based on laws and regulations such as the People's Police Law of the People's Republic of China and the Regulations on the Supervision of Public Security Organs, taking into account the actual needs of the current work of maintaining the authority of the people's police in law enforcement, as well as the convergence and support of relevant policies, laws and regulations. The "Provisions" have a total of 33 articles, which are highly scientific, targeted and operable.

Police auxiliaries will also be protected

The "Provisions" require that public security organs shall establish and improve a press release mechanism for maintaining the authority of the people's police in law enforcement, and coordinate with medical and health institutions to establish a mechanism for the emergency treatment of police officers injured in the line of duty. Provide legal services for the police in lawfully performing their duties and exercising their powers through hiring legal advisers, full-time lawyers, and other such forms. At the same time, public security organs should establish a system of consolation payments for safeguarding the authority of the people's police in law enforcement, and the responsible persons of the public security organs to which the people's police belong, their political workers' personnel departments, and the police supervision departments shall come forward to comfort the policemen who have been infringed upon by performing their duties and exercising their powers in accordance with the law.

According to reports, the public security organs of the people's governments at or above the county level should set up a working committee for safeguarding the authority of the people's police in law enforcement, with the chief inspector general as the director, and its office should be located in the police supervision department. Specifically responsible for coordinating and supervising cases of infringement of the law enforcement authority of the civilian police, accepting and investigating the applications and appeals of the relevant civilian police, providing relief, restoring reputation, and recovering losses for the violated police.

At the same time, the "Provisions" make it clear that where police auxiliary personnel are unlawfully infringed in the course of assisting the police in performing their duties and exercising their powers in accordance with law, they shall carry out relevant work with reference to these Provisions.

In the past 40 years of reform and opening up, 13,000 police officers have died in the line of duty

In the past 40 years of reform and opening up, more than 13,000 public security police officers across the country have sacrificed their lives in the line of duty and sacrificed their precious lives for the cause of public security.

In the five years from 2013 to 2017, 2,003 people were killed in the line of duty and 25,000 were injured or disabled in the line of duty, of which 361 were sacrificed in 2017, with an average age of only 43.5 years.

Zhang Xiangning introduced that a considerable part of these bloody sacrifices are caused by violent attacks, retaliation injuries, and obstructions of the people's police in the course of law enforcement duties. In 2017 alone, police supervision departments at all levels accepted and verified 13,000 cases (incidents) of infringement on the law enforcement rights and interests of the police, handled 18,000 perpetrators of the infringement, and provided relief, restoration of reputations and recovery of losses for 16,000 police officers.
