"The connotation characteristics of a livable place for high-quality life, I think, should mainly include four aspects: green and safe, rich and happy, suitable for learning and good nourishment, and harmony and tolerance." Qiu Jian said.
For Sichuan, the next few years will be a critical period for the transformation and development of urban and rural construction. In Qiu Jian's view, in order to build a high-quality living place, we should vigorously support Chengdu's construction of a park city demonstration area, take the lead in building a high-quality living livable place; and promote the construction of high-quality "livable cities" and "livable villages" in various places according to local conditions.
In addition, we should also strengthen sichuan-Chongqing cooperation at the same time, build a consultation platform for the co-construction and co-governance of high-quality living and livable places in Chongqing, integrate resources, coordinate advancement, and jointly study and promote the construction of high-quality living and livable places.

Focusing on Sichuan, how is the development of urbanization in Sichuan? And how to respond to the requirements of building a livable place with a high quality of life?
During the "13th Five-Year Plan" period, Sichuan's housing construction industry has reached a new level, and the new urbanization construction has achieved remarkable results. The four major urban agglomerations are competing for development, the construction of Chengdu national central cities has been accelerated, and the regional central cities have been continuously cultivated and expanded, and three large cities with a population of one million have been added to Yibin, Zigong and Dazhou, and a town system composed of 1 megacity, 6 large cities, 8 medium-sized cities, 138 small cities and 1978 small towns has been initially formed with the urban agglomeration as the main form. The built-up area of the city reached 4488 square kilometers, an increase of 24% over 2015 ( the same below).
"In 2020, the urbanization rate of our province will reach 55%, entering the middle and late stages of rapid urbanization development, urban development has entered an important period of stock renewal, from large-scale incremental construction to stock quality improvement and transformation and incremental structural adjustment." Qiu Jian said.
It should be noted that Sichuan's urbanization construction has made great progress in development, but there is still a long way to go from the requirements of building a high-quality living place.
"Benchmarking against the national key strategic areas, the overall economic strength of our province is not strong, the coordinated development pattern has not yet been formed, although the total economic volume has ranked in the forefront of the country, but the per capita ranking is relatively low." In addition, unbalanced regional development, low quality of human settlements, and sound urban safety and security are also problems that need to be faced.
"For example, the level and standard of public service facilities construction are uneven, some cities blindly pursue urban scale, the imbalance between work and housing has intensified, and some urban safe passages, shelters, emergency water sources and other facilities still have shortcomings." Qiu Jian gave an example.
He believes that the construction of a livable place for high-quality life is the strategic direction and implementation path to solve these problems.

In my opinion, the connotation characteristics of a livable place for high-quality life should mainly include four aspects: green safety, prosperity and happiness, suitable for learning and good nourishment, and harmony and tolerance. Qiu Jian said that the further understanding is that green security comes from allowing the people to enjoy a greener environment and a safer guarantee; prosperity and happiness come from allowing the people to enjoy more stable work and a more satisfactory income; it is better to learn and cultivate from allowing the people to enjoy a more convenient and comfortable living environment; harmony and tolerance come from meeting the spiritual needs of the people at a higher level.
Focusing on these four connotation characteristics, Qiu Jian believes that the construction of a livable place with high-quality life should focus on eight aspects, including creating a comfortable and pleasant ecological environment, establishing and improving urban safety and security, building a modern green industrial system, ensuring full social employment, providing high-level public services, improving the quality of the living environment, creating harmonious and inclusive cultural characteristics, and building a new pattern of urban and rural grassroots social governance.
In terms of the quality of the living environment that has attracted the attention of the public, Qiu Jian said that high-quality housing supply security and housing conditions are not only an important prerequisite for "livability", but also a basic element that carries urban development and enhances people's well-being. Specifically, it is necessary to improve the housing security system, maintain the stable and healthy development of the real estate market, improve the quality of housing construction, and actively promote the transformation of old urban communities; take the opportunity to make the central town bigger and stronger, combined with the construction of "beautiful Sichuan livable villages", and comprehensively improve the livable quality of rural areas. Create a rural style characteristic of "seeing the mountains, seeing the water, and remembering the nostalgia".

The "Implementation Opinions" put forward the main tasks of building a comfortable and convenient beautiful home, a prosperous and comfortable solid home, a happy home with high quality and sharing, and an open and inclusive civilized home.
Qiu Jian introduced that at present, the Sichuan Provincial Department of Housing and Urban-Rural Development, joint research institutions, colleges and universities, experts and scholars are carrying out relevant research work, including field research on the construction of some cities (prefectures), cooperating with the Provincial CPPCC and the Provincial Decision Advisory Committee to complete the research work on the construction of high-quality livable land, organizing the relevant departments directly under the province to initially compile the "Research Report on the Livability Index of Urban Life", and signing the "Memorandum of Cooperation on the Integrated Development of Housing Provident Fund" and the "Cooperation Agreement on Deepening the Coordinated Development Strategy of the Construction Industry" with the Chongqing Municipal Housing and Construction Commission.
