Pudong New Area has a high level of reform and opening up, and copyright is a strategic resource. In the past five years, outstanding works in Pudong New Area have been produced, and the number of works registered has increased from more than 5,700 in 2016 to 210,000 in 2020, achieving nearly 40 times growth; software copyright registration has achieved 5 times growth, and more than 6,000 enterprises have registered software copyrights. In 2020, the revenue of the cultural industry in the whole region reached 160.9 billion yuan. "With the construction of the Pudong New Area National Copyright Innovation and Development Base, more and more outstanding works will take root and blossom in Pudong and promote the development of Pudong's cultural industry." The reform of the copyright registration system launched at the same time has enabled the works of copyright holders in other provinces, autonomous regions and municipalities directly under the Central Government (excluding Hong Kong, Macao and Taiwan) that meet the conditions for the registration of works in Pudong New Area to enjoy the "citizen treatment" of registering works in Shanghai, which is also a national first reform measure. Fei Jun is a well-known creator of the School of Design of the Central Academy of Fine Arts, and his audiovisual work "Interesting World" was presented in the Shanghai Free Trade Zone after participating in the 58th Venice Biennale, becoming the first batch of works registered in Shanghai according to the principle of "the place where copyright acts occurred".
According to the relevant person in charge of the Pudong New Area Intellectual Property Office, the registration of cross-regional works marks an important step in Shanghai's exploration and practice in terms of the jurisdiction of work registration. Works traded, developed and other activities in Pudong New Area can be incorporated into Pudong's intellectual property protection system while obtaining the initial registration certificate, forming a one-stop service integrating rights confirmation, use of rights and rights protection.
