Academician Chen Saijuan: SCI should not be the only indicator of graduate degree evaluation

"As far as I know, there are school regulations that publish sci papers as the first author, if (impact factor) ≥3, the first author of key disciplines if≥5, and the co-first author if ≥ 10, so that you can get a doctorate. There are similar regulations for master's degrees, but the requirements are lower. This is not conducive to the output of high-level results and the cultivation of innovative talents. Chen Saijuan, member of the National Committee of the Chinese People's Political Consultative Conference, academician of the Chinese Academy of Engineering, and director of the State Key Laboratory of Medical Genomics at Shanghai Jiao Tong University, told China Science News.

"Many colleges and universities in China have mandatory regulations on the number of academic papers published by graduate students and the score of the impact factor (if), and publishing papers has even become a decisive factor for graduate students to obtain a degree." Chen Saijuan said.

She pointed out that in order to pursue the ranking of schools and disciplines, some colleges and universities regard SCI articles as an insurmountable indicator, even if they are less than a few tenths of a cent; some people publish multiple fragmented papers in order to piece together SCI scores in order to meet the requirements of the total score of dissertations; and some units even dismiss graduate students who have been hired but have not obtained degrees in time.

The core competitiveness of scientific and technological innovation lies in talents, and each student must undergo systematic training to become a talent. She believes that the postgraduate training stage is the cornerstone stage of scientific research talent training.

An excellent high-level dissertation often takes 3-5 years, or even 7 or 8 years of exploration and research. According to the training requirements of graduate students, the study period is only 3-5 years, under the pressure of degree and graduation, it is often the case that a valuable topic is hastily concluded, or infinitely postponed under great physical and mental pressure.

"High-level, high-difficult scientific research often involves multidisciplinary collaboration. Many units have rigidly stipulated the impact factor score of papers published by co-first authors, which has seriously hindered the research atmosphere of increasingly competitive collaborative innovation. Chen Saijuan said.

"Although the number of SCI papers in China now ranks first in the world, in terms of innovative talents and innovative achievements, it is still far behind Western countries, so that it lacks the key technologies required for the development of important industries." Therefore, the postgraduate degree evaluation system needs to be reformed urgently. She said.

Chen Saijuan suggested, "Break the shackles of system and management, overcome the "only thesis" tendency in graduate degree evaluation, and oppose the uniqueness of dissertations in graduate degree evaluation." ”

A doctorate can also be obtained if the following conditions are met:

1. Graduate students obtaining domestic and foreign patents or transforming achievements during their research period is equivalent to publishing academic papers;

2. Graduate students shall complete the courses stipulated in the training program of this discipline within the prescribed time limit, complete the credits, and complete the academic project report, including the academic report at different time nodes such as the opening and the middle period, and the academic report within the discipline, the whole department, and the whole college, and make reports at important academic conferences at home and abroad. Winning awards in the evaluation of papers and reports of important academic conferences at home and abroad can be used as an important basis.

Accordingly, the tutor and his steering group comprehensively examine the academic ability of the graduate student from various aspects, the tutor has the right to conduct a comprehensive assessment of the graduate student, the assessment is qualified and there is no academic misconduct after the inspection, the result is reported to the higher degree committee for approval, and the graduate student can apply for a degree;

3. Graduate students who have demonstrated strong independent scientific research ability in the research of major research projects, but cannot publish or cannot publish academic papers in a timely manner due to special circumstances, can indicate their contributions in the relevant collaborative research project report, and obtain written approval from collaborators, and there is no academic misconduct, and with the consent of the tutor, the graduate students can apply for a degree to the degree committee;
