Article 26 of the Law of the People's Republic of China on the Protection of Wild Animals stipulates that the artificial breeding of wild animals under key national protection shall be conducive to species protection and its scientific research, and wild animals shall not be abused. The act of letting monkeys smoke is suspected of abusing wild animals and is illegal.
