From December 21st to 22nd, the 2nd China Grassroots Leadership Forum and the Annual Meeting of the China Leadership Science Research Association (2020), co-sponsored by the China Leadership Science Research Association, was held in Zhejiang. In August 1990, the Central Organization Department, the Central Policy Research Office, the Ministry of Civil Affairs, the Central Committee of the Communist Youth League, and the All-China Women's Federation held a national forum on the construction of village-level organizations in Laixi, known in history as the "Laixi Conference", summarizing and popularizing the "three supporting" experiences in the construction of Laixi village-level organizations, that is, the "Laixi experience" (with the construction of party branches as the core, do a good job in the supporting construction of village-level organizations, and strengthen the overall function); On the basis of villagers' autonomy, do a good job in supporting the construction of democratic politics at the village level, and activate internal vitality; Relying on the collective economy, we should do a good job in supporting the construction of socialized services and enhance the cohesion of village-level organizations), and from the theoretical, policy, and institutional point of view, we established a pattern of village-level organization building with party branches as the core of leadership, and solved the problem of "whether to have party branch leadership in rural areas" that appeared at that time, which was of landmark significance in the history of the party's rural grassroots organization building.
As the birthplace of the "Laixi Experience" in the construction of village-level organizations, Laixi City, under the correct leadership of the Shandong Provincial Party Committee and the Qingdao Municipal Party Committee, along the direction determined by the "Laixi Conference", deeply excavated the core values and connotations of the times of the "Laixi Experience", continuously inherited, deepened and expanded the "Laixi Experience", continuously enhanced the leadership of grass-roots party organizations in the new era, led rural revitalization with organizational revitalization, and explored the formation of "one leadership and three integrations" with rural grass-roots party organizations leading rural development integration, governance integration and service integration. The new era of rural grassroots party building work. The general idea is: strengthen the leadership of rural grass-roots party organizations, focus on organizing peasants, persist in taking towns as the focus point and villages as the operational point, give full play to the organizational, propaganda, cohesion and service functions of party organizations at all levels, use the strength of organizations and market-oriented means to integrate scattered resources in rural areas, effectively dock with the market, attract capital and technology to the countryside, build large-scale land management, optimization and adjustment of village-level organizations, consolidation of land resources, construction of beautiful and livable villages, construction of pastoral complexes and rural "five revitalizations" Coordinate the promotion mechanism, effectively dock the market, promote the integration of rural development, governance integration, and service integration, achieve common prosperity, standardization, orderliness, precision and efficiency, promote the integration of urban and rural development, and provide a "Laixi model" for building a model for rural revitalization in Qilu, and contribute to the "Laixi force". "We must not grasp party building in terms of party affairs and grasp the countryside in the countryside, and we must let the party building work be deeply integrated with the overall work and resonate with the same frequency, and test the effectiveness of grass-roots party building with the actual results of development."
Laixi City has comprehensively promoted the "one command and three integrations", party building and leadership, global overall planning, integrated development, and in-depth breakthroughs in rural revitalization. It has been rated as a pilot city for the construction of the national rural governance system, a model demonstration county for rural revitalization in Qilu, a model county for rural revitalization, the first place in the best case of grass-roots party building innovation in the country, and a typical case of rural revitalization by the Ministry of Agriculture and Rural Affairs.
