The Beijing Municipal Commission for Discipline Inspection and Supervision released the news on 1 November that, with the approval of the Beijing Municipal CPC Committee, the Beijing Municipal Commission for Discipline Inspection and Supervision recently filed a case to examine and investigate Zhang Yang, former member of the Beijing Municipal CPC Committee Education Work Committee and former deputy director of the Beijing Municipal Education Commission, for serious violations of discipline and the law.
After investigation, Zhang Yang colluded with others to make confessions, formed offensive and defensive alliances, and resisted organizational review; violated the spirit of the eight provisions of the central authorities and accepted gifts that might affect the fair performance of official duties; used his power to help others gain honor in the work of selecting "rookie teachers" and in judging outstanding teaching in violation of regulations; engaged in money and color transactions; took advantage of the convenience of his position and the convenience of his authority or position to seek benefits for others in the field of teacher entry, and illegally accepted money.
Zhang Yang seriously violated the party's political discipline, organizational discipline, honesty discipline, and work discipline, constituting a serious violation of official duties and suspected of accepting bribes, and still did not restrain or accept after the Eighteenth National Congress of the Party, which was serious in nature and had a bad impact, and should be dealt with severely. In accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China," the "Supervision Law of the People's Republic of China," the "Law of the People's Republic of China on Government Sanctions for Public Employees," and other relevant provisions, upon study by the Standing Committee of the Municipal Commission for Discipline Inspection and reporting to the municipal party committee for approval, it was decided to give Zhang Yang the punishment of expulsion from the party; the Municipal Supervision Commission should give him the punishment of dismissal from public office; confiscate his proceeds of violating discipline and law; transfer his suspected crimes to the procuratorial organs for examination and prosecution according to law, and transfer the money involved in the case together.
Zhang Yang, male, Han ethnicity, born in July 1976, from Ye County, Shandong Province, joined the Communist Party of China in March 1999, joined the work in July 1999, on-the-job doctoral degree.
From July 1999 to September 2000, he was a teacher at Beijing No. 12 Middle School.
From September 2000 to April 2003, he served as the vice principal of the first branch of Beijing No. 12 Middle School;
From April 2003 to May 2004, he served as the deputy chief of the personnel section of the Fengtai District Education Commission;
From May 2004 to April 2005, he served as the chief of the personnel section of the Fengtai District Education Commission;
From April 2005 to June 2006, he served as the deputy director of the Inspection Office of the Fengtai District Government Office;
From June 2006 to May 2007, he served as the director of the duty office of the Fengtai District Government Office;
From May 2007 to April 2008, he served as the director of the Office of the Emergency Committee for Public Emergencies in Fengtai District;
From April 2008 to December 2009, he served as the deputy director of the Fengtai District Government Office;
From December 2009 to November 2012, he served as the executive deputy director of the office of the Fengtai District Party Committee (at the level of a department);
From November 2012 to September 2013, he served as deputy secretary of the Working Committee and director of the office of Xincun Subdistrict in Fengtai District;
From September 2013 to November 2015, he served as a member of the Party Group of Fengtai District Government and director of the Office of the District Government;
From November 2015 to January 2020, he served as deputy secretary of the Education Working Committee of Fengtai District Committee and director of Fengtai District Education Committee;
In January 2020, he was appointed as a member of the Municipal Party Committee Education Work Committee and the deputy director of the Municipal Education Commission.
