Dai Quheng had been working as a small clerk in the military aircraft department, and although he had been dispatched for a few years in the middle, he still came back to his old post, and this little clerk had been a clerk for twenty years, until the Jiaqing Emperor took the throne in 1797, and he still did not get the opportunity to be promoted.
In the second year of Jiaqing, Dai Quheng's career finally had a turnaround, and he was appointed as a bachelor's attendant to study and walk with the military aircraft minister.

He Kun was in a position to abuse his power, fearing that they would divide his power, and busily said: If they let them go to the court with the military aircraft minister, their official positions are inferior, and it seems that they are not in accordance with the rules, so it is better to let them still be ordered to undertake the military aircraft.

After a while, sure enough, there was a holy will, and Dai Quheng and Wu Xiongguang wore three pins of top wearing and learned to walk with the military aircraft minister.
However, according to the "Draft History of the Qing Dynasty, Biography of Dai Quheng" and "Biography of the Qing Dynasty, Biography of the Chancellor, And Dai Quheng", there is another version of this story.
In the second year of Jiaqing, Qianlong went to Rehe (present-day Chengde) and announced the military aircraft ministers at night, but the military aircraft ministers were not there, so they looked for the military aircraft Zhang Jing. Wu Xiongguang, a chang acquaintance, was a military aircraft Zhang Jing, and Qianlong was very satisfied, and promoted him to military aircraft minister.
He Kun became jealous and claimed that Wu Xiongguang was only a wupin official and was not suitable to serve as a military minister, and it was better to promote Dai Quheng of the fourth pin. He Kun's original intention was to feel that Wu Xiongguang was straight, not as cautious as Dai Quheng, and seemed to be better at driving the royal point.
As a result, Qianlong promoted both Dai and Wu to military ministers. Hekun's wishful thinking failed.
Regardless of the version, when Hekun was in charge, a large number of talented people who did not want to climb were suppressed and lost the opportunity to display their talents.
Three years after Jiaqing, Emperor Gaozong died, and Emperor Renzong officially took over the government and immediately cleaned up Hekun.
HeKun fell, and Jiaqing was full.
A large number of ministers who had been degraded by Hekun finally turned around.
Since the second year of Jiaqing, Dai Quheng has been promoted from a bachelor's attendant to a shangshu, and his official rank has been raised to that of a prince and a young master, becoming a powerful minister.
