In order to purify the urban environment and enhance the image of urban civilization, in accordance with the "Road Traffic Law of the People's Republic of China", "The Law of the People's Republic of China on Public Security Administration Penalties", "The Law of the People's Republic of China on Urban and Rural Planning", "The Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution", "Regulations on the Management of Urban Appearance and Environmental Sanitation in Hubei Province", "Regulations on Urban and Rural Planning in Xiaogan City", "Comprehensive Urban Management Regulations of Xiaogan City" and other laws and regulations, the Municipal "Five Cities Together" Headquarters decided to carry out centralized rectification of urban appearance and environmental order in the main urban area. Focus on carrying out special rectification of the problems of "random construction, private construction, private construction, occupation of roads, out-of-store operations, littering, indiscriminate lying, indiscriminate parking, indiscriminate hanging, and indiscriminate posterization" that exist in the main and secondary roads, branch roads, back streets and alleys of the main urban areas, as well as in the main and secondary roads, branch roads, back streets and alleys, as well as in the areas of urban station squares, park green spaces, schools, hospitals, and commercial websites. The relevant matters are hereby notified as follows:

First, the domestic garbage of frontage units and business households along the street shall be classified and collected in bags, and the bagged garbage shall be sent to the garbage container or the designated bagged garbage collection point for release at the prescribed location and time. Waste such as fruit peels, paper scraps, cigarette butts and food packaging shall not be littered, garbage shall not be burned at will, sewage and swill shall not be dumped at will, and no spitting or defecating shall be allowed.

2. No unit or individual may occupy the road to operate or leave the store to operate, including operation, processing, production, placement, repair, car washing, pile-up and other acts. Loudspeakers must not be used for mobile propaganda or hawking along the street.

3. No unit or individual may erect all kinds of awnings (cloths) on the street, must not occupy both sides of the street and public venues without authorization to pile up, operate, operate, build (structure) or other facilities, and must not dry clothes, bedding, cloth curtains, hanging items, etc. on both sides of the street.

4. No unit or individual may set up outdoor advertisements, neon lights, slogans (signs), etc. without authorization, and must not post, scribble, or depict various slogans, advertisements, and other postings on buildings (structures), trees, and other facilities.

5. Motor vehicles and non-motorized vehicles shall be parked neatly in the designated direction in the designated parking area, and it is forbidden to park and place vehicles randomly in motorized lanes, sidewalks, parks, green spaces, squares, etc.

Sixth, no unit or individual may occupy or excavate urban roads without permission; after the expiration of the period of occupation of urban roads or the excavation of urban roads, they shall promptly clean up and repair them. The construction site on the street shall be required to enclose the operation according to the regulations, the disposal of construction waste shall comply with the regulations, and shall not be disposed of without authorization, and the road shall not be leaked or polluted along the way.

7. No unit or individual may occupy urban green space without authorization, must not transplant or cut down trees without authorization, and must not arbitrarily climb and break branches, peel off tree bark, trample on lawns, damage green, and destroy green.

Eighth, all units and individuals along the streets in the urban area should conscientiously implement the management responsibilities and obligations of the "four guarantees at the door", and must not build randomly, arbitrarily tie up and hang indiscriminately, stop and lean indiscriminately, pile up and pile up randomly, throw randomly, and paste and paint indiscriminately, and maintain good order, hygiene and cleanliness, good greening, and undamaged facilities in the area of responsibility.

The broad masses of the people have the right to persuade, educate, and stop violations of the above provisions, and have the obligation to report them to the law enforcement organs. Where the above provisions are violated, the relevant administrative law enforcement departments will punish them in accordance with relevant laws and regulations.

10. Where law enforcement personnel of administrative organs are obstructed from performing their duties in accordance with law, the municipal public security organs are to punish them in accordance with the relevant provisions of the "Law of the People's Republic of China on Public Security Administration Punishments". Where the use of violence or threats to obstruct the lawful performance of duties constitutes a crime, the judicial organs are to pursue criminal responsibility in accordance with law.

11. This Circular shall come into force on the date of promulgation.
