Promote pilot cities and demonstration cities to be included in the cultivation and construction of multi-level consumption centers. It is planned to build 100 pilot cities and 30 demonstration cities by 2022, and two batches of pilot cities have been selected.

After the three cities of Beihai, Guigang and Yulin are selected as the second batch of national cultural and tourism consumption pilot cities, the relevant cultural and tourism departments of the autonomous region and Beihai City, Guigang City and Yulin City will, in accordance with relevant work requirements, work together with the development and reform commissions at the district and municipal levels and the Department of Finance (Bureau) to promote the construction of pilot cities in the region, supervise and urge the pilot cities to strengthen the organization and leadership of cultural and tourism consumption work, conscientiously implement the pilot work plan, and adapt measures to local conditions, reform and innovation, and characteristic development. Actively cultivate and expand new formats and models of cultural and tourism consumption, comprehensively improve the quality and level of cultural and tourism consumption, and promote the high-quality development of the cultural tourism industry.
