In 1989, Through Wang Sibao, a ticket peddler in Changle County, Li Baoren and Cheng Xiongguan became acquainted with a group of criminals in Cangnan, Zhejiang Province, who specialized in making fake tickets and fake certificates. Immediately, Li Baoren and Cheng Xiongguan, as well as Sun Zongqi and Lin Yiyu from the same village, raised 13,000 yuan, and through the introduction of Huang Zongting, whose family lived in Jiangshan Township, Yishan District, Cangnan County, asked Wang Ruiyu, a counterfeiter living in Longgang Town, Cangnan County, to forge more than 1,000 fake train tickets (plus more than 400 pieces of printed waste), more than 1,000 fake seat number strips and restriction sheets (Li, Cheng, Sun, and Lin paid Huang Zongting 4,500 yuan for hard work and 5,000 yuan for printing and work costs). After obtaining this batch of tickets, the 4 people wholesale nearly 1,000 fake tickets to the various ticket sellers at Fuzhou Station, with a total of more than 6,000 yuan, Li Baoren received more than 1,800 yuan, and Cheng Xiongguan, Sun Zongqi and Lin Yiyu each received more than 1,400 yuan.

According to Li Baoren's account, the special case group dispatched 6 cadres and policemen to drive north to Cangnan county, and with the cooperation of the Cangnan County Public Security Bureau, destroyed the fake ticket-making den, arrested Huang Zongting, his wife Li Chennu, and Wang Ruiyu, and seized 4 pieces of template plates and other crime tools for printing fake tickets and fake restraint sheets.
