"Take it out alone, each can be alone"
For the team members, the instructor Gao Youbing has an almost harsh "perfectionism".
"In the investigation of the case, every detail cannot be missed." Gao Youbing asked the team members in this way, which is also what he asked of himself after 20 years on the criminal investigation front. The evidence of a case, Gao Youbing can soak in the laboratory for several days to study. On October 8, 2011, a case of homicide and mutilation occurred in Hanoi, Huangba Bridge, Wujiang Town, Hexian County. Due to the bad nature of the case, the city and county jointly set up a special team to investigate, and Gao Youbing was responsible for the main investigation. After searching, only one of the victim's right limbs was found at the scene. After that, the task force only found another black plastic bag in the south side of the river beach, and the rest of the human body inside the bag was highly decayed and smelly. Just when everyone left one after another and the investigation work reached an impasse, Gao Youbing did not give up and continued to stay at the scene to investigate. After repeated technical processing, one of the thumb fingerprints of the deceased was finally removed, and the fingerprints were immediately returned to the bureau to enter the fingerprints into the fingerprint library for comparison and inspection. Just an hour later, the fingerprint comparison results came out. After 24 hours, the three suspects were arrested and brought to justice. The case caused strong repercussions in the city and even the whole province.
With boldness and meticulousness, daring to try and dare to break through, rigorous and standardized work style and detection technology, Gao Youbing has continuously cracked many major and important cases in Hexian County. In 2016, he invented the "integrated remake imaging system" with independent property rights, and was granted a personal invention patent by the State Intellectual Property Office.
Yan Xiaoyan, a member of the team, called Gao Youbing "Master". At work, she also loves to study. On her desk, there are several thick "hand-painted footprint libraries" with tens of thousands of footprints of varying details.
In 2012, Anhui Province launched a five-year string and attack, and Yan Xiaoyan took over this "hot potato". After studying and painting countless footprints, she created the "hand-drawn footprint stringing method", drawing the on-site footprints throughout the country on the manuscript paper, engraving them into the brain, and becoming the "walking footprint library" in the mouth of the experts of the Ministry of Public Security. Through her efforts, and the county footprints and work for five consecutive years in the city's first, and ranked first in the province, Yan Xiaoyan personally is also known as "the first person in the province's forensic technology string merger case". In 2019, she also participated in the creation of the first "Joint Model of On-site Investigation-oriented Data" and won the "Double Ten Plan" Research innovation award of the Ministry of Public Security.
"Now everyone is surprised to see so many hand-drawn drawings." In Yan Xiaoyan's view, those night and day labor is worth it. In the past five years, her "hand-painted footprint library" has helped to string together a total of 375 cases inside and outside the province, involving more than 1,500 cases across the country and more than 200 cases, which has greatly improved the cracking rate.
"Through the comparison and reflection of similar investigative cases, we have explored a set of 'technical and tactical methods' based on the Ministry of Public Security's dna database on abduction, which can be applied to solving cases, searching for relatives, finding missing persons and unknown bones." Team member Bao Bin said.
On July 13 this year, relying on dna databases and "technical tactics", sun Lichao's family, a resident of Baiqiao Town, was finally reunited after 63 years of separation.
"Because of the 'perfectionism' of higher education, we have done a solid job in the basic work of cracking down on dna databases." Bao Bin said with a smile. At the beginning of the database mapping and entry, it was a "war epidemic" with full coverage and refinement. In each township, Gao Youbing must draw 3-4 people to lead the team to collect information to ensure that it can be collected. The local migrant population is large, they use the holiday to collect, some villagers do not understand and do not cooperate, they repeatedly go to the door to do work. In the end, with the support of a complete database, the local relevant case solving rate has been greatly improved.
In addition to the DNA database set up by the Ministry of Public Security, the team has also established a "high-risk personnel database" based on local ex-offenders. In 2019, there were many theft cases in the town of Yaoqiao in Hexian County. Due to poor conditions in rural surveys, traces such as footprints and fingerprints are difficult to extract. "The difficulty of collecting evidence in rural cases is here, so we can only start from the characteristics of the crime." Yan Xiaoyan said. Through the analysis and judgment of the implementation trajectory and characteristics of the series of cases, they finally succeeded in locking in the criminal suspects. "The purpose of building the library is to facilitate us to combine the characteristic reflection of the scene and the collision with the library, quickly identify the suspects, strive for the time to solve the case, and timely recover the property losses of the masses."
"Sometimes it's harsh on them, but they can carry it. My goal is to get them to take it out, so that each of them can stand on their own. Gao Youbing said.
Everyone is very hard
Gao Youbing is the winner of the "Excellent People's Police" and the Provincial "May Fourth Youth Medal" in Anhui Province, and a young talent in criminal technology of the Ministry of Public Security. He has been awarded the third class meritorious service four times, and has been commended and commended many times... Honor-laden, he is a full-fledged "workaholic" on weekdays. In the past two decades since he was a police officer, he has been active in crime scenes and laboratories, often sleeping for days and nights for a case.
"If you follow him out to handle the case, you will inevitably starve." Yan Xiaoyan said with a smile. During an arrest operation in Guangdong, they did not succeed in locating the suspect until 10 p.m., when the team members who had been on the run for a day were already hungry. "Everyone worked hard, and when they caught people, they went to dinner." Gao Youbing dropped this sentence and began to crouch. It wasn't until one o'clock in the morning that the suspect was successfully arrested and handed over for questioning that Gao Youbing remembered that everyone's meal had not yet been eaten.
Under the leadership of Gao Youbing, this team is also famous for "fighting".
"At the beginning of this year, I received an alarm at night that someone had been killed by an electric shock in Wujiang Town." Team member Zhang Lei said. When investigators arrived at the scene, they found a battery for poaching. That night, it rained heavily, and the traces that could be extracted from the battery were washed away. In order to fix the evidence and prevent another threat to the surrounding public, the battery must be removed as soon as possible. The rain on the site is not reduced, and the battery may leak at any time. Zhang Lei, who led the team, let the others leave, and one of them took on this task that was life-threatening at any time. When I came back to test it, I found that the voltage of this battery had been pressurized by poachers to more than 2,000 volts, enough to knock down an adult wild boar. Afterwards, Zhang Lei did not regret it: "The danger is not me or someone else, I can't watch my teammates in danger." ”
Half of the time, 365 days a year, they work overtime, sometimes even two or three months in a row. Such a desperate team, no one will complain, and no one will drop the chain at a critical moment. Some people really can't pull out, and others help to the top. "There's something going on in the team, so we'll carry it." Yan Xiaoyan said.
Through unremitting efforts and bold innovations, the comprehensive ability of the team has been continuously improved, and it has played a fist and sharp knife role in the process of solving major and series of cases. In 2020, the on-site inspection rate of the room increased from 28% in 2011 to 100%, the on-site fingerprint extraction rate increased from less than 10% in the past to the current 48%, the on-site footprint extraction rate increased from less than 22% in the past to the current 58%, and the DNA extraction rate increased from 5% to 48%; relying on forensic technology to directly identify and arrest 63 criminal suspects, approve the arrest of 30 people, transfer 75 people for prosecution, crack 352 cases, and the value of the cases involved reached more than 2.1 million yuan.
Gather like a ball of "fire"
In major "battles", this team is also ready to come and fight.
During the epidemic last year, they entered qingfo village in the severely affected area. There, they became the villagers' hard work, the old lady had no rice to eat at home, they carried rice; there were children who lacked learning materials, they helped to print, they took the initiative to send school supplies; the elderly were sick and less medicine, they helped to purchase and deliver medicine; the villagers had mobility problems, and they helped replace the liquefied gas tank...
The villagers gave them nicknames for patrolling all day long, "tall man", "little fat man" and "glasses brother", and their attitude changed from incomprehension at the beginning to support and cooperation. In the early morning of March 12, when the team was evacuated, hundreds of local villagers greeted each other at the entrance of the village, waving goodbye to them. "The 28 days and nights of staying together made me deeply realize that only with true feelings can we exchange the sincerity of the masses." Gao Youbing said.
When the flood suddenly broke out, they once again went in the opposite direction, facing the most dangerous place of the flood. On the Yangtze River, they picked up lights and patrolled at night, checked for dangers and leaks, and worked day and night; in the village, they transferred the masses, carried materials to ensure safety, and used the "iron burden" to cast an "iron barrier."
On July 19, when heavy rain was pouring down, Bao Bin was ordered to go to the town of Shanhou, where the flood situation was urgent, and fought hard all night until the danger was eliminated, his feet soaked white in the water, and his body was covered with red envelopes of mosquito bites. The next day, he and his comrades went door to door to persuade the masses to move. An elderly man in his 80s in Daguo Village has always refused to transfer, and once he does not do it, he will not do it twice or three times. Bao Bin and his teammates tirelessly explained and persuaded, and finally succeeded in transferring the old man to the resettlement site. On that day, they either supported or carried, and transferred more than 200 households in 4 natural villages to ensure that no one was lost in one household. Subsequently, they continued to fight elsewhere, checking hidden dangers, transferring the masses, emergency duty...

"We will continue to work hard to be the 'sharp knife' for the criminal investigation team to crack down on cracking down on cases, to pick more difficulties and heavy burdens, to test the difficult things we bear, and to be 'sentinels' who serve the masses, to do more practical things that the masses are satisfied with, and to protect the important things of the masses." Gao Youbing said.
