Beijing News Express On March 13, the website of the Shanxi Provincial Discipline Inspection Commission supervision commission released the news that Zhang Daozhong, former deputy director of the Standing Committee of the Yuncheng City People's Congress, was suspected of serious violations of discipline and law and is currently under disciplinary review and supervision and investigation by the Provincial Discipline Inspection Commission.

According to the official resume, Zhang Daozhong was born in October 1949 and is now 72 years old. He was appointed as a member of the Party Group and Deputy Director of the Standing Committee of the Yuncheng People's Congress in April 2004, and retired in March 2010.

Earlier, the Beijing News reported that Zhang Daozhong's son Qin Zhizhou was the leader of the criminal group. News in September last year showed that Qin Zhizhou had been arrested.

In September 2020, the Public Security Bureau of Xiangning County, Linfen, Shanxi Province, issued the Notice on Publicly Soliciting Clues on the Illegal Crimes of Qin Zhizhou and Others, which stated that recently, after being designated by the higher-level public security organs for jurisdiction, the Xiangning County Public Security Bureau smashed the criminal group headed by Qin Zhizhou. Over the years, the criminal group has systematically carried out illegal and criminal activities such as forced trading, picking quarrels and provoking trouble, illegal detention, and false lawsuits in Xiangning County, Yuncheng Salt Lake District, Xindai County, and Dai County in Linfen City, and more than 20 other people, including Qin Zhizhou, the main suspect, have been approved and arrested by the Xiangning County People's Procuratorate.

According to public information, Qin Zhizhou was born in May 1971, and served as deputy county magistrate of Xindi County, deputy secretary of the county party committee, director of the United Front Work Department, deputy secretary of the Wenxi County Party Committee, and other positions, and in 2019, he was transferred to the third division of the Xinjiang Production and Construction Corps.

The Beijing News reporter learned from the office of the Standing Committee of the Yuncheng City People's Congress that Qin Zhizhou's father was Zhang Daozhong, who was once the director of the Yuncheng Development and Reform Commission and the deputy director of the Standing Committee of the Municipal People's Congress. According to Qin Zhizhou's family, Qin Zhizhou grew up with his mother's surname and grew up with his uncle's parents.

From November 2001 to April 2004, he served as Secretary of the Party Group and Director of the Yuncheng Development Planning Commission;

From April 2004 to May 2005, he served as a member of the Party Group and Deputy Director of the Standing Committee of the Yuncheng City People's Congress and secretary of the Party Group of the Yuncheng City Development and Reform Committee;

From May 2005 to March 2010, he served as a member of the Party Group and Deputy Director of the Standing Committee of the Yuncheng City People's Congress;

He retired in March 2010.
