According to public information, Zhang Daozhong, male, Han ethnicity, born in October 1949, Wanrong, Shanxi, university degree, joined the Communist Party of China in August 1976, and began working in September 1968. Zhang Daozhong has worked in Yuncheng, Shanxi for a long time, and served as the secretary and director of the party group of the Yuncheng Development Planning Commission, and the member and deputy director of the party group of the Standing Committee of the Yuncheng People's Congress, and retired in March 2010.
According to a previous report by The Paper, Zhang Daozhong's son, Qin Zhizhou, is a criminal group leader. In September 2020, The Paper published an article titled "Qin Zhizhou, The Leader of the Criminal Syndicate: From Court Cadres to County Leaders, Reported by Several Businessmen."
The report quoted a number of people familiar with Qin Zhizhou as saying: Qin Zhizhou's father, Zhang Daozhong, was once deputy director of the Standing Committee of the Yuncheng People's Congress, and Qin Zhizhou grew up with his mother's surname Qin. According to public information: Zhang Daozhong was born in 1949, and in 2001 he served as the secretary and director of the party group of the Yuncheng Development Planning Committee, and in 2004 he was appointed as a member of the party group and deputy director of the Standing Committee of the Yuncheng City People's Congress. In 2006, Zhang Daozhong was re-elected as the deputy director of the Standing Committee of the Yuncheng People's Congress. Today, Zhang Daozhong, who has retired, serves as the president of the Yuncheng Old District Construction Promotion Association.
According to previous media reports: Qin Zhizhou also has two younger brothers, both of whom work in the political and legal system. One of the younger brothers said they had little contact with Qin Zhizhou and were unclear about his affairs.
Qin Zhizhou himself has served as the director of the office of the Yuncheng Intermediate People's Court, a deputy division-level judge, the deputy county magistrate of DaiXian County, the deputy secretary of the Xindi County CPC Committee, and the deputy secretary of the Wenxi County CPC Committee. Not long after his arrest, he was transferred to the third division of the Xinjiang Production and Construction Corps to be the secretary and director of the party working committee of the management committee of the Tumxuk Industrial Park.
The Paper noted that before being transferred to Xinjiang, Qin Zhizhou and his father Zhang Daozhong attended an on-site meeting together. According to the Yuncheng Evening News: On April 23, 2019, the Yuncheng Old District Construction Promotion Association held an on-site meeting in Wenxi County. Zhang Daozhong, 70, attended and spoke as the president of the Yuncheng Old District Construction Promotion Association; Qin Zhizhou, as deputy secretary of the Wenxi County Party Committee, reported on the county's economic and social work and the development and construction of the "Old People's Promotion Association" at the meeting. Shortly thereafter, Qin Zhizhou left Wenxi County to work in Xinjiang.

Since 2014, online reports of Qin Zhizhou have appeared intensively, and at least 5 business owners have reported qin Zhizhou and others in real names. In the accounts of many whistleblowers, Qin Zhizhou manipulated behind the scenes, became a creditor of the enterprise, and then used social personnel to forcibly occupy coal mines and enterprises on the grounds of overdue debts. The business owner interviewed by the surging news reporter said that he is now cooperating with the police to investigate and collect evidence. But their claims have not been officially confirmed.
