Xiao Luan (452 – September 1, 498), courtesy name Jingqi, courtesy name Xuandu, was a native of Nanlanling (present-day northwestern Changzhou, Jiangsu), son of Xiao Daosheng the Prince of Shi'an and nephew of Xiao Daocheng, the Emperor of Qi, and the fifth emperor of Qi during the Southern and Northern Dynasties, reigning from December 5, 494 to September 1, 498.

When Xiao Zhao died, he made Xiao Luan an auxiliary chancellor and assisted Xiao Zhaoye. In 494, Xiao Luan deposed xiao Zhaoye and replaced him with his brother Xiao Zhaowen; Soon after, he deposed Xiao Zhaowen as the King of Hailing and established himself as emperor. Xiao Luan lived in simplicity for a long time during his tenure, demanding frugality and stopping the contributions of various localities to the central government, Xiao Luan was seriously ill in his later years, respected Taoism and the art of disgust, changed all his costumes to red, in 498, Xiao Luan died, the temple number Gaozong, the ming emperor, buried in the Xing'an Mausoleum.
