In recent years, in order to help Chenghua District of Chengdu City, Sichuan Province to implement the "cultural empowerment" action, the Chenghua District Procuratorate has actively explored the construction of a public interest litigation mechanism for cultural relics protection, strived to combine public interest litigation with innovative protection of ancient cultural heritage, effectively promoted the rectification of critical issues such as the tomb of Meng Zhixiang, a key national cultural relics protection unit, and long-term comprehensive protection, and continuously polished the new business card of cultural relics protection procuratorial public interest litigation.
Technology empowers public interest litigation. In the meng zhixiang tomb public interest litigation case, in order to fully understand the protection and management of the mausoleum, the case-handling personnel took the initiative to apply for assistance from the procuratorial technical department of the Chengdu Municipal Procuratorate, and used unmanned aerial vehicle equipment to carry out panoramic surveys and evidence fixation of the mausoleum, effectively making up for the limitations of the perspective and the insignificant comparison between before and after and other traditional methods such as camera photography and evidence collection, and greatly improving the efficiency of case handling.
Win credibility by promoting justice through openness. In response to the critical issue of Meng Zhixiang's tomb, the Chenghua District Procuratorate held a pre-trial hearing, invited people's congress deputies, CPPCC members, experts and scholars, and representatives of cultural relics administrative departments to participate in the hearing, extensively listened to the opinions and suggestions on the protection and management of the mausoleum, and issued procuratorial suggestions to relevant departments to urge them to effectively perform their protection and management duties. The administrative department of cultural relics actively adopted the content of the procuratorial suggestions, and the long-term lack of management of Meng Zhixiang's tomb and the serious erosion of water damage have been effectively improved.
Promote the long-term comprehensive protection of cultural relics. In order to further strengthen the protection of cultural relics and improve the level of cultural relics protection, the Chenghua District Procuratorate has always insisted on doing a good job in the "second half" of public interest litigation and actively promoted the long-term comprehensive protection of cultural relics. The first is to start the overall protection, build a co-governance work pattern with the cultural relics administrative department, promote the declaration of meng Zhixiang tomb repair funds, and strive to fundamentally solve the problems of water damage and surface deterioration of the mausoleum. The second is to implement the spirit of the important instructions of the party committee and government, help Chenghua implement the "cultural empowerment" action, create a business card of cultural relics and monuments, give full play to the important role of cultural relics protection in inheriting history and culture, promoting scientific research, planting urban heritage, and prospering cultural industries, and promote the "old monuments" to glow with "new vitality".
