As an old criminal investigation policeman, Wang Wantao has dealt with many "informants", but what many people did not expect is that this old criminal policeman with outstanding performance in handling cases in the local area was eventually arrested for shielding the "informant" for crimes involving criminal syndicates.
On August 26, The Paper (www.thepaper.cn) learned from the scene of the trial at the Santai County Court in Sichuan Province that Wang Wantao, political commissar of the criminal investigation detachment of the Mianyang City Public Security Bureau, who was once known as the "god of war" of criminal investigation, fell from the altar and stood in the defendant's seat, and the Santai County People's Procuratorate prosecuted him on suspicion of harboring and conniving at organized crimes of a triad nature and accepting bribes.
The Paper noted that Wang Wantao was also tried with his wife, Fu Xiaoling, who, according to the prosecution's allegations, accepted a bribe of 610,000 yuan alone, and Wang Wantao and Fu Xiaoling jointly accepted a bribe of 6.5927 million yuan. At the same time, Fu Xiaoling was also suspected of gathering crowds to gamble and was charged with gambling.
The Paper noted that both Wang Wantao and Fu Xiaoling overturned their previous confessions in court, saying that they had encountered "inducements and confessions" during the investigation, and Fu Xiaoling only admitted that there were more than 600,000 yuan of "personal exchanges" funds.
On August 27, after two days of hearings, the court adjourned the case and the case will continue in September to deal with the property involved.
Most of the bribed property comes from casinos
According to the Santai County People's Procuratorate, from 1994 to 2019, Wang Wantao used his positions as deputy head of the criminal investigation detachment of the Mianyang Municipal Public Security Bureau, secretary of the party committee and director of the Fucheng District Branch of the Mianyang Municipal Public Security Bureau, and political commissar of the criminal investigation detachment of the Mianyang Municipal Public Security Bureau to provide assistance to local mianyang businessmen Yang Shunchang, Luo Jun, and others, and accepted and demanded a total of 6.5927 million yuan in property sent by others. Among them, more than 5 million yuan came from gambling business establishments.
The indictment states that between 2005 and 2006, Wang Wantao provided protection to the electronic gambling game hall of Shi Jianping, an individual merchant, and received 1.6 million yuan in cash in the name of dividends, as well as 51,000 yuan in cabinets and other items. Between 2006 and 2008, he provided protection for Luo Jun's gambling and game hall and received 1.2 million yuan in cash. From 2008 to 2010, it provided protection for the engineering contractor Wen Hu's game hall, receiving a total of 900,000 yuan in cash, and 760,000 yuan in dividends and transfer payments for the protection of the tea house of businessman Wei Yong.
According to the allegations, Fu Xiaoling also operated entertainment venues with others, and Wang Wantao provided protection and helped evade investigation and received 519,900 yuan from others, with a total of about 5.03 million yuan. The prosecution also alleged that Wang Wantao had sent a message to Yang Shunchang, the leader of a mafia-type organization, so that he could evade the ban, supplement the indictment of Wang Wantao for harboring and conniving at a mafia-type organization, and supplement the prosecution of Fu Xiaoling for gathering people to gamble for the purpose of making a profit and committing gambling.
Prosecutors said Wang Wantao and his wife, Fu Xiaoling, jointly demanded a bribe of 520,500 yuan. In November 2014, the Windsor International Community of Horticultural Mountain in Fucheng District, Mianyang opened, and Wang Wantao and Fu Xiaoling selected a set of commercial houses in Windsor International. Around August 2015, Wang Wantao and Fu Xiaoling repeatedly found the project party, and the general manager of a local real estate company asked For a preferential price and proposed to buy a house at 6,000 yuan per square meter. Since Xiangyang considered that Wang Wantao was the leader of the Mianyang Municipal Public Security Bureau and hoped to have a good relationship with Wang Wantao to facilitate future development in Mianyang, he agreed to sell the house to them at a unit price of 6,000 yuan / m2.
On September 14, 2017, Fu Xiaoling signed a house purchase contract with a house area of 349.86 square meters, a unit price of 6,000 yuan / m2, and a total price of 2,099,160 yuan. According to the appraisal of Mianyang Price Certification Center, the total market price of the listing at that time was 2.6197 million. The difference of 520,500 yuan was determined by the prosecutor to be a bribe.
The Paper noted that Wang Wantao was also accused of receiving a total of 610,000 yuan worth of property from Yang Shunchang and others. Then, Wang Wantao was charged with a total of more than 7.2 million bribes.
The "informant" was involved in the crime and was accused of acting as an umbrella
According to the prosecution's indictment, Wang Wantao and Fu Xiaoling received a total of 580,000 yuan in cash from Mianyang businessman Yang Shunchang, as well as 12 bottles of Feitian Moutai wine.
Yang Shunchang's largest bribe to Wang Wantao occurred in March 2018, and the indictment alleges that "Wang Wantao and Fu Xiaoling jointly accepted 500,000 yuan in cash from Yang Shunchang in gratitude to Wang Wantao for leaking information about the Municipal Public Security Bureau's preparations for his investigation." There are also 80,000 yuan in the early years of "recovering stolen matters please entrust" to collect 20,000 yuan and 60,000 yuan sent in the name of the New Year.
According to information disclosed at the trial on August 26, when Wang Wantao went to Santai County in 1996 to investigate an explosion, he met Yang Shunchang, an "informant", and the two began to have contacts. A report of Wang Wantao's early years shows that in 1996, Wang Wantao was urgently dispatched from Zitong County to Sandai County to investigate an explosion case that was "of a bad nature and had a very bad impact."
The prosecutor's supplementary indictment said: "In March 2018, Wang Wantao, knowing that the public security organs were secretly investigating Yang Shunchang and others suspected of crimes committed by criminal syndicates, met with Yang Shunchang and reported to him, leaked the secrets of the investigation work, and revealed the direction of the investigation of the case. ”
However, Wang Wantao said in a record made by the investigation organ on November 26, 2019, "When the public security organs were preparing to arrest Yang Shunchang, I also participated in this operation, but I did not send a message to Yang Shunchang, and I also abided by the bottom line of a policeman." During the trial, Wang Wantao further said that he did not disclose relevant case information to Yang Shunchang, but only advised him to take the initiative to "explain clearly" the relevant issues to the police, and he believed that this was only to persuade Yang Shunchang to surrender.
Wang Wantao denied accepting 500,000 yuan from Yang Shunchang, saying he was unaware of it. Her wife, Fu Xiaoling, admitted to accepting more than 600,000 yuan in cash, including 500,000 yuan from Yang Shunchang, but she said in court that these were normal human relations she had been in business for many years. Fu Xiaoling said that her family also donated money and goods to Yang Shunchang, and this 500,000 yuan in cash is the result of years of human exchanges between the two sides.
Once known as the "God of War" of Mianyang Criminal Investigation
The Paper noted that Wang Wantao denied almost all of the prosecution's allegations in court, admitting only to accepting tens of thousands of yuan. His defender also brought the exclusion of illegal evidence in court.
Wang Wantao said that during the investigation, he was "accused" and "induced" by investigators and forced to make a guilty confession that was unfavorable to him. Wang Wantao's wife, Fu Xiaoling, also said she had been interrogated for a long time and was "asked to kneel on the wooden floor."
Wang Wantao and Fu Xiaoling's defenders argued that "a large number of innocent confessions were hidden", that the prosecution failed to provide simultaneous audio and video recordings of the relevant transcripts, and that the authenticity and legality of the confessions were in doubt. All charges do not meet the criteria for conviction and sentencing with clear facts and sufficient evidence.
The prosecution argued that the relevant evidence collection was entirely lawful. The judge held that the defender failed to provide relevant clues to the formation of illegal evidence and rejected the request for exclusion of illegal evidence.
On the afternoon of August 27, after completing the trial procedures, the court announced an adjournment, and the case is expected to be heard again in September to deal with subsequent legal issues such as the property involved in the case.
According to public information, Wang Wantao was born in 1962, graduated from the police academy in 1981 and entered the Mianyang public security department to engage in criminal investigation work, from 1994 to 2006, he served as the deputy head of the criminal investigation detachment, in February 2006 he served as the director of the Fucheng District Branch of the Mianyang Municipal Public Security Bureau, in 2008 he served as the deputy head of the Mianyang Public Security Criminal Investigation Detachment, and in 2012 he was transferred to the political commissar of the Criminal Investigation Detachment. He stepped down in April 2019 and was announced to be subject to disciplinary review and supervisory investigation in May.
According to public information, Wang Wantao has been a police officer for 38 years, and has participated in the detection of more than 3,000 criminal cases of various kinds, "not a single case of losing the case, not a single unjust, false and wrong case", and he has his presence in every major and important case detected by the Mianyang Public Security Organs. He has been honored by provincial and municipal public security organs for personal second-class merit 3 times and third-class merit 6 times.
In September 2017, Wang Wantao was selected by the Mianyang police as one of the "Top 100 Criminal Police Officers in The National Public Security", and when the mianyang local media reported on him, he called Wang Wantao a "banner" in the criminal investigation of the Mianyang police, known as the "criminal investigation war god" of the Mianyang police.
