Liu Yalou joined the Red Army in 1929, a few years later than Xiao Jinguang and Tan Zheng. In 1939, Liu Yalou studied at the Frunze Military Academy in the Soviet Union, and returned to China in 1945 to have no actual position in the Northeast Democratic Coalition Army Headquarters. Later, because Xiao Jinguang, the first chief of staff of the Northeast Democratic Coalition Army, and Wu Xiuquan, the second chief of staff, were busy with front-line warfare, Liu Yalou was recommended by Luo Ronghuan as chief of staff in 1947. In June 1946, the Central Military Commission decided to readjust the leaders of the Northeast Democratic United Army, with Lin Biao as commander-in-chief and political commissar, Zhou Baozhong, Lü Zhengcao, and Xiao Jinguang as deputy commanders-in-chief, Peng Zhen, Luo Ronghuan, Gao Gang, and Chen Yun as deputy political commissars, Xiao Jinguang as first chief of staff, Wu Xiuquan as second chief of staff, Nie Heting as chief of staff, and Tan Zheng as director of the political department.

On November 25, 1947, the Northeast Democratic United Army was renamed the Northeast People's Liberation Army, with Lin Biao as commander and political commissar, Lü Zhengcao, Zhou Baozhong, and Xiao Jinguang as deputy commanders, Luo Ronghuan, Gao Gang, Chen Yun, and Li Fuchun as deputy political commissars, Liu Yalou as chief of staff, and Tan Zheng as director of the political department.

On August 14, 1948, the Northeast People's Liberation Army established the leading organ of the Northeast Field Army, consisting of Lin Biao as commander, Luo Ronghuan as political commissar, Liu Yalou and chief of staff, and Tan Zheng as director of the political department.
