Dog owners apply for dog registration within 30 days from the 90th day of the age of the dog
It is forbidden for units to keep dogs in key dog management areas; it is forbidden to breed dog breeds in the list of prohibited dogs in these Regulations. A compulsory immunization and registration system for dog breeding is implemented in the key management areas for dog breeding. Dogs that have not been immunized and registered are not allowed to be kept. A compulsory vaccination system for dog breeding is implemented in the general management area of dog breeding, and it is not allowed to be kept without immunization. Dog owners shall bring their dogs to animal diagnosis and treatment institutions to inject dogs with rabies vaccines, hold the dog immunization certificate issued by the animal diagnosis and treatment institutions, and go to the dog registration point set up by the public security organ of the street public service center of the place of residence to handle dog registration.
The dog owner shall vaccinate the dog against rabies and obtain a dog immunization certificate before the dog reaches 90 days of age or before the expiration of the immunization period. The cost of rabies immunization is borne by the dog owner. Dogs traded in the dog trading market shall comply with the provisions of the preceding paragraph.
Dog owners shall apply for dog registration and obtain a dog breeding certificate within 30 days from the 90th day of the dog's age. Dog registration is valid for one year. Where the dog breeder continues to breed after the expiration of the period, the dog owner shall register for the continuation of the dog within 30 days before the expiration of the validity period.
Dog breeders in key dog management areas shall meet the following conditions: have full capacity for civil conduct; have a fixed residence and live in a single household; have no record of abandonment or abuse of dogs; and complete the study of dog management regulations and dog breeding common sense training provided by the public security organs free of charge.
When applying for dog registration, the following materials shall be provided: the identity certificate of the dog owner; the real estate certificate or the house lease certificate; the dog immunization certificate; and the color photo of the dog's front and side. Where a dog breeder applies for dog registration, he shall fill in a letter of commitment to civilized dog breeding in accordance with law.
After the public security organs receive the relevant materials submitted by the applicant, and upon review meet the requirements for dog registration, they shall make a decision to approve the registration within five working days, and issue a dog breeding certificate or electronic dog tag. Where the requirements for dog registration are not met, the reasons shall be explained and the applicant shall be informed to dispose of the dog himself or to the dog lien within seven days. The cost of the electronic dog tag is borne by the dog owner.
Where dogs from outside the country are brought into the key dog management area for a stay of seven days or more than six months, they shall go to the public security organ for the record within three days of entering the key dog management area, and provide the identity certificate, residence certificate, and dog immunization certificate of the dog owner. Where the stay period is more than six months, a dog breeding permit shall be applied for in accordance with the requirements of these Regulations.
Where the dog owner transfers or donates the dog, the transferee shall, within 15 days from the date of transfer, go to the dog registration office with the original dog certificate to go through the formalities for changing the dog. Where the dog breeder's place of residence is changed, he shall go through the formalities for the change at the dog registration office within seven days from the date of the change. Where a dog dies, disappears or is transferred, the dog owner shall go through the cancellation formalities at the dog registration point within 15 days from the date of the dog's death, disappearance or transfer. If the dog owner abandons keeping a dog, he shall send the dog to the dog lien and go through the cancellation formalities at the dog registration point within 15 days.
Where a dog license or electronic dog tag is lost or damaged, the dog owner shall, within 15 days from the date of loss or damage, apply for a replacement at the dog registration point, and the cost of replacement shall be borne by the dog owner.
It is forbidden to forge, alter or transfer dog certificates, dog immunization certificates, and electronic dog tags.
Dogs are prohibited on public transport other than taxis
Dog owners in key dog management areas with dogs out of the house shall comply with the following provisions: wear electronic dog tags for dogs, tie dog ropes, and the length of the dog rope shall not exceed 1.5 meters; be led by people with full capacity for civil conduct; carry cleaning utensils with them to remove dog feces immediately; in corridors, elevators and crowded places, safety measures for close restraint of dogs such as carrying dogs close to them or tightening dog ropes shall be taken; take the initiative and timely avoid pedestrians; take effective measures to promptly stop dogs from continuous barking, chasing and biting; and law 2. Other provisions of the regulations.
Dog owners shall not engage in the following acts: allow dogs to bark and affect the normal lives of others; allow dogs to affect traffic order and safety on urban roads; allow dogs to intimidate and harm others; keep dogs in public areas such as corridors; abandon or abuse dogs; and other acts that violate laws and regulations.
It is forbidden to bring dogs into the following places: government organs, schools, kindergartens, children's activity places, medical institutions; shopping malls, supermarkets, catering places, hotels, waiting (machine) rooms and other public places; sports venues, cultural centers, museums, libraries, exhibition halls, theaters and other public cultural and sports entertainment venues; water source protection areas; martyrs' cemeteries, cultural relics protection units; and other areas where dogs are explicitly prohibited.
Dogs are prohibited on public transport other than taxis. If a dog is carried in a taxi, the consent of the driver and the passengers in the same vehicle shall be obtained, and the dog shall be carried in his arms or put the dog in a kennel or dog bag.
Where a dog injures another person, the dog owner shall immediately send the victim to a medical and health institution for treatment and bear the corresponding legal responsibility in accordance with law. Citizens may take the necessary defensive measures when they are suffering bodily injury to a dog. Advocate dog owners to insure dog injury liability insurance.
Advocate dog owners to sterilize dogs they keep.
Where a dog dies in the course of breeding, sheltering, retention, or diagnosis and treatment, the dog breeder, dog retention center, or animal diagnosis and treatment site shall dispose of the dog's carcass harmlessly in accordance with the relevant provisions of the Regulations on the Construction and Administration of Animal Disease Areas without Regulations in Changchun City. No unit or individual may bury, discard, buy, sell, or process dog carcasses on their own.
Units and individuals engaged in animal disease monitoring, testing, inspection and quarantine, research, diagnosis and treatment, as well as animal breeding, slaughtering, management, isolation, transportation and other activities, who discover that dogs have or are suspected of having rabies and other serious diseases common to humans and dogs, shall immediately report to the animal husbandry management department or the epidemic prevention and control institution, and quickly adopt control measures such as isolation to prevent the spread of the epidemic. Where other units and individuals discover that dogs are infected or suspected of being infected, they shall promptly report it. Units receiving epidemic reports shall, in accordance with the prescribed emergency response procedures, employ quarantine, isolation and other measures to prevent the spread of the epidemic, and promptly report in accordance with the procedures provided by the State. Municipal and county (city) district people's governments shall demarcate epidemic points and epidemic areas according to the epidemic situation, and adopt preventive measures such as emergency dog extermination in accordance with law, and dog owners shall cooperate.
Encourage the establishment of special dog walking places in residential areas with conditions
Municipal and county (city) district people's governments shall establish a comprehensive information system for dog management services, and public security organs and departments such as for animal husbandry management, urban management, and market supervision and management shall promptly enter information related to dog management formed in the course of performing their duties into the system, so as to realize information sharing and provide relevant management and service information for the public.
The comprehensive information system for dog management services shall establish an electronic file on dog management, recording the following information: the name, address, and contact information of the dog owner; the dog breed, date of birth, and main physical characteristics, and a recent photo of the dog; the number of the dog's immunization certificate, the date of immunization, and the expiration date of the immunization; the number of the electronic dog tag, the date of issuance, replacement, and reissuance; the information on the initial, alteration, and cancellation of the dog; the record of the behavior of raising dogs in violation of regulations; the record of the injury of the dog; and other matters that need to be recorded.
Municipal, county (city) district people's governments shall, in conjunction with epidemic prevention and control and patriotic health work, organize departments such as urban management, forestry and gardening, animal husbandry management, and health and health, as well as township (town) people's governments and subdistrict offices, to periodically carry out centralized cleaning and disinfection of dog walking places and areas where dogs enter and leave.
Municipal, county (city) district people's governments shall strengthen the construction of a team of dog management and law enforcement teams, establish a comprehensive law enforcement mechanism for dog management with the responsibility of public security organs and with the participation of departments such as animal husbandry management, urban management, market supervision and management, forestry and gardening, organize joint law enforcement, carry out routine inspection work, and promptly discover and investigate illegal dog breeding.
Encourage the establishment of special dog walking places in residential areas with conditions. Dog walking places shall comply with the provisions on animal epidemic prevention and environmental protection, be equipped with necessary equipment and facilities, set up fences and signs, and keep the site clean.
The people's governments of cities, counties (cities), Shuangyang District, and Jiutai District shall establish dog liens for the purpose of sheltering, liening, inspecting, and disposing of unowned dogs, abandoned dogs, and lost dogs. Dog liens shall be equipped with professional and technical personnel, kennels that meet the needs, and necessary equipment and facilities such as harmless treatment.
Where a lawfully registered dog is lost and taken into custody, the dog lien shall promptly notify the dog keeper to claim it, and the dog owner shall go to the dog lien to claim it within five days of receiving the notification, and the expenses during the dog shelter shall be borne by the dog keeper. Lost dogs that are not claimed within the time limit, unowned dogs, dogs confiscated because the dog owner violates these Regulations, and dogs sent by the dog owner, may be adopted by eligible individuals after passing quarantine. Where a dog in custody is unclaimed or adopted within 30 days from the date of containment, the dog lien shall handle it in accordance with relevant regulations.
Residents' (villagers' committees), owners' committees, and property service enterprises may organize the formulation of dog breeding conventions based on the actual situation of dog breeding in the region, discourage dog owners from illegal dog breeding, and report to the relevant departments.
Dog associations shall formulate industry rules, strengthen industry self-discipline, and give play to the role of industry services and coordination. Dog associations, animal protection organizations, and other social groups may, with the consent of relevant departments, engage in the capture and disposal of rabies and unowned dogs. Public security organs and animal husbandry management departments may provide support through government procurement of services and other forms, and perform supervision duties.
Those engaged in dog diagnosis and treatment, grooming, foster care, training and other business activities shall comply with the provisions of relevant laws and regulations. Where dogs are provided with services such as diagnosis and treatment, grooming, foster care, and training, the dog's dog certificate shall be temporarily stored, and a copy of it shall be stored in the archives.
Look forward to these penalty items, do not be punished
Where any of the following acts are committed, the public security organs shall punish them: Whoever, in violation of the provisions of the first paragraph of Article 10 of these Regulations, raises a dog breed or unit in the list of prohibited dogs in the key dog management area shall be ordered to deal with it within a time limit; if the dog is not handled within the time limit, the dog shall be confiscated and a fine of 2,000 yuan shall be imposed. In violation of the provisions of Article 12 of these Regulations, if a dog breeder fails to register a dog in accordance with the provisions or continues to register a dog without authorization, he shall temporarily detain the dog and order him to go through the dog registration formalities within a time limit; if he fails to do so within the time limit, the dog shall be confiscated and fined 1,000 yuan. Whoever, in violation of the provisions of Article 16 of these Regulations, brings a dog from outside the country into the key dog management area and fails to file a record in accordance with the provisions, shall be ordered to file for the record within a time limit; if the record is not filed within the time limit, the dog shall be confiscated and a fine of not less than 500 yuan but not more than 1,000 yuan shall be imposed. Where the provisions of the first and second paragraphs of Article 17 of these Regulations are violated, and the dog breeder fails to go through the formalities for modification in accordance with the provisions, he shall be ordered to go through the relevant formalities within the time limit; if the dog is not handled within the time limit, the dog shall be confiscated, the dog breeding permit shall be revoked, and a fine of not less than 500 yuan but not more than 1,000 yuan shall be imposed. Where a dog breeder commits any of the acts in violation of the provisions of items 1, 2, 4 and 5 of Article 20 of these Regulations, he shall be given a warning and may also be fined not less than 50 yuan but not more than 200 yuan, and if the circumstances are serious, the dog shall be confiscated and the dog breeding permit shall be revoked. Whoever violates the provisions of items 6 of Article 20 and items 1 and 3 of Article 21 of these Regulations, fails to take effective measures to promptly stop dogs from barking and chasing, allows dogs to bark and affect the normal lives of others, allows or drives dogs to intimidate or harm others, and constitutes an act of violating the administration of public security, shall be punished in accordance with the relevant provisions of the "Law of the People's Republic of China on Public Security Administration Punishments". Whoever, in violation of the provisions of items 2 and 4 of Article 21 of these Regulations, allows the dog to affect traffic order and safety on urban roads or keeps dogs in public areas such as corridors, shall be given a warning and may also be fined 200 yuan, and if the circumstances are serious, the dogs shall be confiscated and the dog breeding certificate shall be revoked. Whoever, in violation of Item 5 of Article 21 of these Regulations, abandons or abuses a dog, shall revoke the dog breeding permit and impose a fine of not less than 2,000 yuan but not more than 5,000 yuan; Whoever, in violation of the provisions of Article 22 of these Regulations, carries a dog into a place where entry is prohibited shall be given a warning and may also be fined not less than 200 yuan but not more than 500 yuan, and if the circumstances are serious, the dog shall be confiscated and the dog breeding permit shall be revoked. Whoever, in violation of the provisions of the second paragraph of Article 37 of these Regulations, fails to temporarily store the dog's dog certificate and stores a copy in the archives, shall be given a warning and shall be fined not less than 500 yuan but not more than 1,000 yuan.
Where, in violation of the first paragraph of Article 11 of these Regulations, a dog breeder fails to immunize the dog against rabies in accordance with the regulations, the animal husbandry management department shall order correction within a time limit and may impose a fine of not more than 1,000 yuan; if the correction is not made within the time limit, a fine of between 1,000 and 5,000 yuan shall be imposed, and the animal husbandry management department shall entrust the animal diagnosis and treatment institution to handle it on its behalf, and the required disposal costs shall be borne by the offender.
In violation of the provisions of item 3 of Article 20 of these Regulations, if a dog owner does not carry cleaning utensils to remove dog feces immediately, and is outside the residential area, the urban management department shall order corrections; if he refuses to make corrections, he shall be fined between 50 and 200 yuan. In residential areas, the property service enterprise shall persuade them to make corrections; if they refuse to make corrections, the property service enterprises shall report to the urban management department, and the urban management department shall impose a fine of between 50 and 200 yuan.
Where dog management personnel are obstructed from performing their official duties, the public security organs shall punish them in accordance with the "Law of the People's Republic of China on Punishments for administration of Public Security";
Where departments with dog management responsibilities and their staff have any of the following conduct, the Supervision Organs or the competent department at the level above shall give sanctions in accordance with law; where a crime is constituted, criminal responsibility shall be pursued in accordance with law: those who meet the requirements for dog registration shall not be registered for dog breeding or deliberately delayed; those who receive complaints or reports, are not handled in accordance with law or blame each other; and other acts of abuse of power, dereliction of duty, or favoritism and fraud.
These dogs cannot be kept
The list of prohibited dogs in this Regulation is: Tibetan Mastiff, Mastiff, Rottweiler, Italian Twisted Polyton, French Bordeaux Mastiff, Bulldog, Spanish Mastiff, Caucasian, Pyrenees Mastiff, Brazilian Filler, Argentine Dugo Mastiff, Danish Brohoma Mastiff, French Wolfhound, Kunming Wolfhound, English Bulldog, British Old Bulldog, American Bulldog, Tosa, Bull Terrier, German Doberman, hybrid dogs of the above lineage, As well as other dog breeds jointly identified by the municipal public security organs and the municipal animal husbandry management department and announced to the public.
