In her view, legislation was fully constitutional and lawful, since legislation was a central matter and would not be enacted by local governments. Article 23 of the Basic Law reflects the central government's trust in the SAR and requires it to legislate on its own, but it does not mean that the central government has given up its powers. This time, it is based on the highest law of the country, that is, the Constitution, and formulated by the highest organ of power in the country, that is, the National People's Congress, and meets the relevant requirements of the Basic Law.
