From 2018 to 2020, Wang Xin, a beijing-attached cadre in Wanquan District of Zhangjiakou City, has such a timetable in mind, which is the basic idea of leading the villagers to grow vegetables in the Spring and Autumn greenhouses.
With the efforts of Wang Xin, in just two years, Beijing, Shunyi and Wanquan have reached more than 100 matchmaking activities, assisting Wanquan District to implement 72 assistance projects. Since the beginning of this year, it has helped Wanquan District achieve sales of agricultural and sideline products of more than 50 million yuan.

In April 2018, Wang Xin came to Zhangjiakou Wanquan District to hang up his post, and there were 40,259 poor households in the district that year. Seeing that there were still so many people in the district who had not yet escaped poverty, Wang Xin decided to do something practical for poor households.
As the third batch of cadres sent to Hebei by Beijing Municipality, Wang Xin served as the deputy director of the Poverty Alleviation Office of Wanquan District and assisted in the work of poverty alleviation and cooperation between the east and the west. Because he worked in the financial department of Shunyi District before, he practiced his meticulous and rigorous work style. Just arrived in Wanquan District, Wang Xin investigated in the village every day, and the villagers' eyes were full of expectations for the cadres sent from Beijing. "Since we have come to wanquan, we must do something practical for the wanquan people." Wang Xin's thoughts grew stronger and stronger every day.
Through visiting Wang Xin, it was found that Wanquan takes corn planting as the leading industry, but the added value of corn is too low, and other industries are relatively weak. In addition, the terrain and landforms of the whole region are mostly river areas, the climate is cold, and the industrial development is subject to many restrictions.
After nearly two months of research, Wang Xin tried to guide some enterprises in Shunyi District to invest in Wanquan District, but for various reasons, they were unsuccessful. With several failed investment experiences, Wang Xin began to read a large number of materials, and he found that to quickly integrate the east-west poverty alleviation cooperation into the overall work of local poverty alleviation, industrial poverty alleviation is still the most direct and effective method. "This breakthrough should be based on the respective foundations of Shunyi and Wanquan, and we should implement policies according to the locality and follow the trend." With a clear direction, Wang Xin's work motivation is more sufficient.
Shunyi Vegetable Cooperative opened to wanquan
Visiting and investigating is the most effective way for Wang Xin to understand Wanquan. One day, Wang Xin found in heishiyan village in Gaomiaobao Township that the road here was wet and there was always water flowing out. Local cadres told him that it had rained here two days ago, and groundwater had poured out. "It's a good thing to have a spring, it's good to grow vegetables." Wang Xin said that although the water resources are relatively sufficient, he soon found that the people could not find a market for growing vegetables before, and the vegetables were planted, but the money was not earned, so many vegetable greenhouses were idle.
Finding the local agricultural basic endowment, Wang Xin immediately contacted the town of Dasun Gezhuang in Shunyi District, which helped Heishiyan Village, and led the secretary of Gaomiaobao Township, the township chief and the village cadres to visit the Lu'ao Vegetable Cooperative located in Dasun Gezhuang Town. Wang Xin said: "We have docked more than 20 times, mainly from the field survey, soil monitoring, market research and other links to investigate, Gaomiaobao Township conditions are relatively mature. ”
In June 2018, Heishiyan Village, Gaomiaobao Township, built the Lu'ao Vegetable Industrial Park, and 27 greenhouses were designed that year. Recalling the scene at that time, Wang Xin said: "At the beginning, we chose between building a smart greenhouse, an ordinary greenhouse, and an ordinary greenhouse. Because the people had no income from growing vegetables before, and their enthusiasm needed to be improved, we decided to build a spring and autumn vegetable greenhouse first, with low cost, which was equivalent to an exploration stage. ”
In the first year, more than 50 poor households benefited. "We are very excited to see so many villagers coming, this has happened!" Wang Xin said that in order to help villagers better grow vegetables, Beijing has also provided corresponding technical guidance, and Beijing technicians regularly go to the local area to guide planting. Vegetables have also changed, not only corn is grown, but also many land vegetables, such as lettuce, bell peppers, beans, eggplant and so on. By 2019, the number of vegetable greenhouses in the Lu'ao Vegetable Industrial Park will increase to 122, and the number of beneficiaries of this project will increase to more than 1500.
This year, the scale of planting did not continue to expand, but invested more than 8 million yuan to build the protective slope of the park, improve the road surface, and ensure that the industrial park will not be affected by rain and flooding.
In order to make the greenhouse truly become the "heart-warming shed" of growers and protect the interests of the villagers from the downward fluctuations of the market vegetable prices, Wang Xin learned about the market situation and set the minimum protection price for the villagers, even if the market vegetable price is lower than the minimum protection price, the vegetables are still purchased according to the minimum protection price to achieve zero risk.

Wang Xin: At first, it may be more difficult, because I belong to the cadres who have been assigned, and after arriving in the local area, some cadres are not quite sure how we should cooperate with each other. I think that to complete the task of good aid, the most important thing is to make friends with local cadres and villagers, and everyone treats you as their own, and the work behind will be carried out.
Beijing News: At work, when will you be most happy?
Wang Xin: My work is like a bridge, linking Beijing, Shunyi and Wanquan, I need to understand the needs of Wanquan, and then go to dock Shunyi's enterprises and projects, the middle may need to go back and forth several times, when I see Shunyi, Wanquan colliding with some small sparks in the docking process, I am particularly happy.
Since I took up my post for more than two years, I have matched more than 100 activities to all townships and departments in Wanquan District, assisted in the implementation of more than 5 million yuan in donations and discounts, and assisted Wanquan District in implementing 72 assistance projects, involving 145 million yuan of assistance funds at all levels in Beijing. In addition, it also coordinated the selection of 6 party and government cadres from Wanquan District to go to Shunyi District for temporary exchanges, and coordinated and guided 8 Beijing enterprises to land wanquan, with a cumulative investment of more than 38 million yuan.
Since the beginning of this year, through continuous promotion of consumption poverty alleviation work, it has helped Wanquan District to achieve sales of agricultural and sideline products of more than 50 million yuan. Seeing these sparks colliding with Beijing, Shunyi and Wanquan is the happiest thing for me.
