Quarantine access
The General Administration of Customs shall, in accordance with the national laws and regulations and the mandatory requirements of the national technical specifications, formulate specific quarantine requirements for imported fruits, and publish a list of the types of fruits allowed to enter the country or region and the source countries or regions.
Registration
The General Administration of Customs shall register fruit orchards and packing factories imported from abroad and publish them on the website of the General Administration. Imported fruits should come from registered overseas orchards/packing factories.
Designate a custodial venue
Imported fruits should enter from a port with the qualification of designated supervision site for imported fruits. The conditions and management specifications of the designated supervision site shall comply with the relevant document requirements of the General Administration.
Quarantine approval
The owner of the goods or his agent shall obtain the Quarantine Permit of the People's Republic of China for Imported Animals and Plants for fruits that require quarantine examination and approval before signing the imported fruit trade contract.
Document review
Before or at the time of entry of fruit, the relevant documents that the cargo owner or his agent shall provide shall be examined.
On-site inspection and quarantine
Customs shall carry out on-site inspection and quarantine of imported fruits in accordance with relevant working procedures and standards.
Result determination and certification
According to the results of inspection and quarantine, the customs will release, remove, return or destroy the imported fruits.

Quarantine permits for imported animals and plants of the People's Republic of China, certificates of origin, phytosanitary certificates issued by the official inspection and quarantine departments of the country or region of export, trade contracts, bills of lading, invoices, etc.

Result evaluation and certification
(1) Where inspection and quarantine have passed, a certificate of inspection and quarantine of the goods entering the country shall be issued and the release shall be granted;
(2) Where quarantine pests or other harmful organisms of quarantine significance are discovered, they shall carry out pest removal treatment and issue a notice of inspection and quarantine treatment;
(3) Where one of the following requirements is not met, the goods certificate does not meet, or the inspection and quarantine is unqualified and there is no effective method of eliminating harmful treatment, a notice of inspection and quarantine treatment shall be issued and returned or destroyed under the supervision of the Customs.
1. Do not mix or entrain other fruits not listed on the phytosanitary certificate;
2. The name of the fruit, the place of origin, the name or code of the packaging factory must be indicated in Chinese or English on the packaging box;
3. Do not carry quarantine pests, soil, branches, leaves and other plant residues that are prohibited from entering China;
4. The amount of toxic and harmful substances detected shall not exceed the provisions of relevant safety and health standards in China;
5. Where the sending country or region has signed an agreement or protocol with China, it must also comply with the relevant requirements of the agreement or protocol;
6. If it is necessary to make a claim to the outside world, the relevant inspection and quarantine certificate shall be issued.
In any of the following circumstances, the General Administration of Customs will suspend the import of such fruit or suspend the import from the relevant fruit producing areas, orchards and packaging plants as appropriate:
(1) Where a serious plant epidemic outbreak occurs in the area of fruit orchards, processing plants or surrounding areas entering the country;
(2) Where, after inspection and quarantine, it is discovered that the Chinese side is concerned about imported quarantine pests;
(3) Where, after inspection and quarantine, it is found that the content of toxic and harmful substances exceeds the provisions of relevant Chinese safety and health standards;
(4) those that do not conform to China's relevant inspection and quarantine laws and regulations, bilateral agreements, or relevant international standards;
(5) Where the suspension of import of fruits provided for in the preceding paragraph needs to be resumed, it shall be confirmed by the General Administration of Customs in accordance with relevant provisions.

Approved orchard and packing plant
Exported cherry orchards and packaging plants for the selection, packaging and storage of harvested cherries must be registered with the Kyrgyz Sanitary and Plant Health Safety Inspection Service (hereinafter referred to as VPS). The Kyrgyz side shall provide the information of the registered orchard and packing plant to the Chinese side before the export season of each year, and the registration information shall include the name, address and identification code.
Pre-shipment requirements
Orchard management
All export registered orchards should maintain orchard hygiene and effective monitoring and control of pests. The VPS shall provide information such as the pests that occur during the growth of the cherry and the name, active ingredient, date of use and concentration of the chemical agent used to the General Administration of Customs.
The monitoring and control of pests in export orchards should be completed under the guidance of technical personnel. The technician must be trained by a VPS or VPS authorized training institution.
Packing plant management
The processing, packaging, storage and shipment of cherries must be carried out under the quarantine supervision of the VPS or VPS authorized personnel.
During processing and packaging, cherries must be selected and sorted to ensure that they do not carry insects, mites, rotten fruits, deformed fruits and branches, leaves, roots and soil.
Packaged cherries should be kept fresh and stored separately to avoid re-infection by pests.
PACKING
Packaging requirements
Cherry packaging materials should be clean and hygienic, unused, and meet China's relevant phytosanitary and sanitary requirements.
Each box should be marked with the product name, country, place of origin (orchard, packaging plant registration number) and marked with the words "imported to the People's Republic of China" in Chinese or English.
Cherries exported to China should be stored and transported in a fresh-keeping environment.
Inspection and quarantine before export
VPS or VPS authorized personnel should sample each batch of cherries exported to China at a rate of 2% and examine at least 1200 fruits. If no phytosanitary problems occur within two years, the sampling number is reduced to 1%, but at least 600 fruits are examined. If quarantine pests of Chinese concern are found, the entire batch of goods shall not be exported to China, and measures shall be taken to suspend orchards and packaging plants as appropriate, until the VPS or VPS authorized personnel find out the cause and take improvement measures.
Inspection and quarantine certificate requirements
Phytosanitary qualified cherries, VPS or VPS authorized personnel should issue a phytosanitary certificate.
VPS should provide a sample of the phytosanitary certificate to the General Administration of Customs before trade for the Chinese side to file for verification.
