Since the Ninth Batch of Hebei Provincial Tibet Aid Task Force Japan-Turkey Working Group entered Tibet, it has worked closely with the Ritu County Party Committee and the county government to firmly grasp the good opportunity for Hebei and Tibet to coordinate to promote the development of the white cashmere goat industry, actively plan the extension of the industrial chain of white cashmere goats during the "14th Five-Year Plan" period, strengthen coordination and cooperation with advantageous industrial regions and groups in the interior, and strive to promote the development of the white cashmere goat industry in Ritu County to improve quality and efficiency, and the farmers and herdsmen to increase their income steadily.

Plan first and consolidate the foundation

Since 2020, the Ritu County Party Committee, the county government and the Hebei Working Group for Aiding Tibet and Japan have formulated the "Three-Year Action Plan for Ritu County to Rely on the Hebei Counterpart Support Platform to Accelerate the Development, Improve Quality and Efficiency of the Cashmere Goat Industry", which has established the strategic goal of comprehensively relying on the national "14th Five-Year Plan" and the "14th Five-Year Plan" counterpart support plan of Hebei Province to ensure that the cashmere goat industry "lays a solid foundation in one year, sees results in two years, and leaps in three years". At present, the Ritu County Party Committee, the county government and the Hebei Working Group for Aiding Tibet and Japan are making every effort to promote and ensure the full implementation of the industrial development plan.

According to the industrial development plan, Ritu County plans to use the corresponding support funds of Hebei Province of 15 million yuan to build the Ritu County White Cashmere Cashmere Wool Tasting and Auction Center, which is expected to reach more than 200 tons per year after completion, boosting Ali's cashmere to achieve a standard, a model, a network centralized purchase and sale, the global cashmere products, industrial market image will be further enhanced, and the profits of products and industries will be greater.

After the completion of the reconstruction and expansion project of the original breeding farm in Ritu County with an investment of 9 million yuan in 2020 and the construction of a breeding base for 1,000 white cashmere goats in Wujiang Village with an investment of 9.5 million yuan, Ritu County plans to continue to invest more than 30 million yuan from 2021 to 2025, and design and plan the expansion of white cashmere goats in Ritu, Deru, Doma and other villages, breeding bases 2 to 3, and the demonstration breeding scale of original breeding of white cashmere goats exceeds 15,000, boosting the total breeding scale of white cashmere goats in the county to rapidly exceed 200,000. In the "14th Five-Year Plan" counterpart support plan of Hebei Province, it invested 20 million yuan in the planning and construction of the construction of the regional quality control mobile service station construction project of white cashmere goats in Ritu County, and built inspection and testing centers and regional quality control mobile service stations in the county town and 9 key villages of the cashmere industry.

Win-win cooperation and optimize the structure

The Ninth Batch of Hebei Provincial Tibet Aid Task Force actively organized the "White Cashmere Goat Industry Quality Improvement and Efficiency Improvement Leading Group" to visit Hebei Province, Inner Mongolia Autonomous Region and other places, and contacted and discussed with the China Animal Products Circulation Association, the Department of Agriculture and Rural Affairs of Hebei Province, the Qinghe County Government, ordos Group, Qinghe Hongtai Cashmere Group and other units, and reached a number of cooperation intentions. Experts from the China Livestock Products Circulation Association and the Department of Agriculture and Rural Affairs of Hebei Province were invited to Carry out work in Ali, focusing on the guidance and support for the construction of the original breeding farm expansion farm, demonstration household breeding technology, cashmere quality maintenance and improvement, and strive to promote the "China Cashmere Industry Summit Forum" to be held in Ali. Docking with Qinghe County Hongtai Cashmere Group and Ordos Group, inviting participants in the bidding auction of Baishan cashmere products in Ritu County, exploring the purchase of order-based breeding, further pushing the price of raw cashmere, and continuing to benefit the people and increasing income.

In order to change the shortage of local cashmere professionals in Ritu County, the Ritu Working Group enlisted the assistance of the Hebei Provincial Department of Agriculture and Rural Affairs to carry out a series of training for cashmere technicians and farmers and herdsmen in Ritu County, and organized the first phase of "Ritu County White Cashmere Goat Breeding Demonstration Households to Hebei Exchange and Learning Activity" in Zhengding County, Shijiazhuang on October 15, 2020, and trained 13 representatives of white cashmere goat breeding demonstration households in Ritu County. Reached an intention to cultivate cashmere industry talents with Qinghe Hongtai Cashmere Group, and from this year onwards, 20 Ali Japanese native college students will be sent to work and study in the group every year.

Establish a brand and lay out the industry

In order to further realize the employment driving force of the white cashmere goat industry, consolidate the results of poverty alleviation, and promote the prosperity of the industry, the Ritu County Party Committee and the county government have accelerated the industrialization of the whole chain of white cashmere goats in the county, established and improved the benign development model of the industry, and promoted the healthy and sustainable development of the white cashmere goat industry. In the "14th Five-Year Plan" counterpart support plan of Hebei Province, 2.25 million yuan was invested to implement the construction project of the management system of geographical indication trademarks and geographical indications at home and abroad for the Japanese-Soil white cashmere goat. Through the investment promotion work, Hebei Zangyun Cashmere Co., Ltd. has determined to invest 22 million yuan to build the Ritu County Zangyun Cashmere Products Factory, which will become the first local cashmere products enterprise with a perfect industrial chain in Ritu County after completion.

In September 2020, the exhibition and sales center of the white cashmere goat products in Ritu County was fully opened, and the product image, promotion and sales functions of the cashmere industry in Ritu County were further improved. Starting from this year, Ritu County will be invited to participate in the Ordos International Cashmere Festival, Qinghe County International Cashmere Festival and other domestic top cashmere (wool) industry promotion events, and the brand image of Cashmere in Ritu will be further consolidated and enhanced internationally and domestically.
