She is Liu Lu, a senior engineer in scientific research and technology at the Information Research Institute of the Ministry of Emergency Management.
"Confused mother who loves to think"
For her own work responsibilities, Liu Lu is so recognized: "Safe production work is related to the lives of thousands of workers, and the transformation and application of more safety theory results can add a safety guarantee for the workers' brothers." To this end, she constantly puts forward higher requirements for her work. Once, in order to solve a technical problem, she meditated, and when she returned home to cook, she was still thinking about how to innovate ideas and how to promote the implementation of research results. As soon as she had an idea, she immediately picked up the phone to discuss with her colleagues. When they finally analyzed the problem clearly and put down the phone, Liu Lu found that the dishes in the pot were all mushy. Since then, Liu Lu's children have given her a nickname - "Thinking Confused Mother".
Engaged in safety production theory and policy research for 12 years, Liu Lu presided over or participated in the completion of more than 70 key projects entrusted by the State Council Counselor's Office, the Ministry of Science and Technology, the Ministry of Emergency Management, the National Development and Reform Commission and relevant government departments and enterprises, participated in the compilation and publication of 3 books, published more than 30 academic papers and articles, the research results have been approved by many central leading comrades, and have won the first and third prizes of the Fifth Safety Production Science and Technology Achievement Award, and have made positive contributions in the development of service emergency management. In 2017, she led the team to undertake and participate in the research work of the Key Topics of the Counsellor's Office of the State Council. In the face of the situation of few people and many things, weak scientific research foundation, etc., she adhered to the spirit of courage to solve work problems and went to many places with colleagues to carry out research.
In order to leave enough time for communication, she often rushed to a station before dawn, returned to the hotel late at night to continue to write a summary report on the investigation, arrived home in the early morning of the next day, and continued to go to work after a break. With her efforts, the five policy proposals she and her colleagues jointly studied and put forward were approved by many central leading comrades, and approved and forwarded to the Ministry of Emergency Management, the Legislative Affairs Office of the State Council, the Ministry of Industry and Information Technology and other departments for research, demonstration and implementation.
In 2016, during the series of sampling surveys of the Department of Statistics, Liu Lu went to more than 40 districts (counties) for on-site investigation of grass-roots safety supervision departments and mining areas in more than 2 months in order to obtain first-hand research data. Sometimes, she went to 4 districts (counties) in a row to investigate eight or nine mining areas and enterprises, and there was no time to sit down to eat. In the end, her and her team's research results "Measures for the Management of Statistics of Production Safety Accidents" were issued and implemented in the form of an order of the State Administration of State Safety Supervision, which promoted the reform of the statistical system in the field of safety production and created a precedent for the establishment of a statistical data sampling and correction system in the field of safety production in China.
In 2018, in order to implement the spirit of the "Opinions on Promoting Urban Safe Development" issued by the State Office of the CPC Central Committee, and in accordance with the instructions of the superiors, she led the team to actively promote the investigation and investigation of urban safety work, and successively organized and completed the drafting of important policy documents such as the "Opinions on Promoting Urban Security Development" and the "Evaluation and Management Measures for National Security Development Demonstration Cities" and "National Security Development Demonstration City Evaluation Rules", which provided strong support for the relevant state departments to carry out the top-level design of urban security.
