In the environmental monitoring and emergency center of the central line of the South-to-North Water Diversion Project, there is such a group of 45 young people, and all the personnel of the center continue to carry forward the spirit of the environmental protection iron army of "special ability to endure hardships, special ability to fight, special preparation and dedication", and for five years, they have always adhered to Taocha Village, Jiuchong Town, Huaichuan County, fighting in the first line of water quality monitoring and emergency response of the South-to-North Water Diversion Canal, and a large number of advanced figures and touching deeds have emerged.
"Not a drop of polluted water will enter the Danjiangkou Reservoir", this is a solemn promise they wrote in mind at the head of the South-to-North Water Diversion Project. Silent dedication, overcoming difficulties, not dishonoring the mission, they are a microcosm of more than 20,000 Henan environmental protection people.
Shouldering a glorious mission, the work is not given up day and night
The Danjiangkou Reservoir Area of Nanyang City is the catchment area of the South-to-North Water Diversion Project, the conversion site of the water receiving area and the head of the main canal, and is the throat area of the water quality supervision of the water transmission project. The State Council's "Twelfth Five-Year Plan for the Prevention and Control of Water Pollution and Soil and Water Conservation in the Danjiangkou Reservoir Area and Upstream" clearly requires that a water quality supervision and monitoring system with full analysis of drinking water quality be built in Nanyang Taocha, the head of the water diversion canal of the South-to-North Water Diversion Project, and a water environment response, monitoring, transmission, emergency response and decision support system with cross-administrative region, cross-department and cross-industry should be built.
As a result, a new unit was established, which is the Environmental Monitoring and Emergency Response Center at the head of the canal in the middle line of the South-north Water Diversion Project. A new team has been established, which is the Henan environmental monitor who shoulders the glorious mission and keeps a close eye on the water quality of the first ditch.
This is a young group of 45 people, with an average age of 34 years old, all of whom have a bachelor's degree or above, 31 people from environmental protection professional classes, accounting for nearly three-quarters, 14 graduates of "985" and "211" colleges, accounting for nearly one-third, and 16 postgraduate degree personnel, more than one-third. There are 32 CCP members in this group, accounting for three-quarters of the young people.
In December 2014, the water transfer started, in order to fully and objectively reflect the current situation and changing trend of water quality in the Danjiangkou reservoir area, and play a role as soon as possible, the center set up a technical research team, picked up the lights at night, stayed up late and worked overtime, in just five months, the center personnel all mastered the surface water quality 109 full analysis and monitoring capabilities, pioneering the completion of the surface water 109 factor certification and laboratory qualification certification work, It fills the gap of 109 full analysis of surface water quality in the history of ecological environmental protection in Nanyang City, Henan Province.
"The foundation is thin, the foundation is weak, the time is tight, the task is heavy, but the motivation is enough", Huang Jin, deputy director of the center, still remembers that period of time. "At that time, Wang Jing, deputy leader of the research team and head of the quality control section, had a stomach attack, and he couldn't stand the pain, so he leaned on a folding bed and insisted until the completion of the center's qualification certification work."
Around the reservoir and into the reservoir 21 sections of the river routine sampling testing every month, each sampling team of the center to run an average of nearly 500 kilometers, 14 state-controlled, provincial-controlled water quality automatic monitoring stations monthly routine sampling comparison, data verification, monthly completion of all tasks to run nearly 900 kilometers, whether windy and rainy, or severe cold and heat, all the cadres and staff of the Qushou Center to carry out daily monitoring and emergency inspection of the Danjiangkou reservoir area and the river into the reservoir. In the face of the large area of the reservoir and the changing climate, how many times, everyone has faced the strong wind, braved the huge waves, and risked their lives to complete the task on the monitoring ship.
One morning in December 2016, when Xu Gaoshuang of the General Department was inspecting the gaowan water quality automatic monitoring station, because of the strong wind and rapid water, he accidentally fell into the river, his whole body was soaked and the weather was cold and bone-chilling, and he had to complete the inspection task of the four water stations along the line before returning to the unit to change his clothes.
In Chinese New Year's Eve 2017, the equipment of the Shijiawan Water Quality Automatic Monitoring Station failed, Shen Li got up at five o'clock in the morning, drove more than 200 kilometers alone to the water station to deal with the fault, did not eat a mouthful of food, did not drink a sip of water, and when he returned home after treatment, it was two o'clock in the morning the next day. This is just a microcosm of all the monitoring work of the Qushou Environmental Monitoring Emergency Response Center. It is such a group of young people who have the courage to take responsibility, regard monitoring quality as the lifeline of all monitoring tasks, and guard the water quality monitoring points for many years, silently defending the water quality safety of every drop of water.
Since the water transfer, the Qushou Center has issued more than 700,000 water quality monitoring data, 109 factors of the Danjiangkou Reservoir have reached the stable standard, and the monitoring results of each section have reached or exceeded the surface water class II water quality standards, all of which meet the requirements of water diversion water quality.
On January 17, 2018, the Danjiangkou Reservoir into the reservoir of the Qihe River had an emergency incident of illegally dumping 31 tons of chemical waste residue across provinces. Qushou Center for the first time all the staff out, in the dripping ice of the cold winter, eat and live in the tent, in the temporary laboratory, 24 hours a day to carry out monitoring and analysis work, after 26 days and nights of hard work, collect 4680 water quality samples, issue 15562 monitoring data, for the successful disposal of water pollution incidents to provide rapid and accurate monitoring data and scientific analysis, successfully achieved the goal of "not allowing a drop of contaminated water into the Danjiangkou Reservoir".
The small family is for the country, and the hard work bears fruit
A detailed investigation of the status of soil pollution is an important political task for the state to do a good job in soil pollution control. After receiving the monitoring and analysis task, the center faced the unfavorable situation of lack of equipment, lack of personnel, lack of experience, and the situation of tight time and strict requirements, five plus two, white and black, and all the staff of the center did not return home for two consecutive months, and no one took leave.
Although the necessary protective measures were taken, due to the long overtime and the harm of chemical reagents, four comrades, including Xin Yingdu, Song Junli, Li Zhan, and Wang Ying, fainted on the experimental post.
Wang Jinhua was unwell many times during the experiment, and in the last two months of the experiment, he had to take painkillers every day to relieve it. Monitoring Ke Xuxin, the original wedding date due to the Qihe River pollution accident emergency monitoring and other tasks actively postponed, as the leader of the heavy metal team, he returned to work as soon as after the wedding, leading the team members to complete the analysis and monitoring of more than 35,000 data with high quality.
In July 2018, Qushou Center was successfully selected into the first batch of testing laboratories for the detailed investigation of soil pollution in the country, and successfully completed the analysis and testing, report preparation and data submission of 3665 soil samples, and issued 63574 soil monitoring data to the state, winning a heavy golden signboard for Henan's ecological environment. This is the fruit of the 6-month hard work of all the staff of the center.
Qushou Center is more than 130 kilometers away from Nanyang City, Henan Province, and 13 kilometers away from the nearest Jiuchong Town, where unit employees eat and live in the village, and water and electricity cuts are commonplace. The dormitory is built on the shore of the warehouse, the surrounding vegetation is lush, the environment is humid, and almost every comrade has the experience of being bitten by centipedes and other insects.
Due to the remote, arduous and special working environment, the difficulty of finding single gay objects, the separation of married people, the delay in the plan to have children, and their care for the family has become a luxury.
On July 21, 2017, three days before the engagement, Cao Zhen participated in the special rectification of the air pollution source census, which was 45 days, and the wedding plan of the two was postponed until 2017. However, the monitoring and emergency work is so full of uncertainty, the qihe tributary sudden pollution incident, the qushou center participated in the handling of this incident for another 26 consecutive days. At that time, Cao Zhen was undertaking the collection of water samples on the front line, Li Peixiao assisted in data collection and processing at the command headquarters, and the two only had to look upstairs and downstairs when the samples were delivered, wave their hands, and return to their respective posts to work. In this way, the marriage date was once again silently postponed in the emergency work.
Guo Kefei of the office, when preparing for the construction of the Qushou Center, had to travel to and from Nanyang and Zhengzhou 3 times a week for design docking, and when the water quality automatic station in the reservoir area was built, he did not go home once in two consecutive months, and when he returned home, the nearly 3-year-old child did not know his father. Chen Haiyan of the Monitoring Section is permanently stationed in Qushou, but her lover is far away in Hangzhou, and she has not taken a family leave for work for four years after marriage, and she has postponed the time to have children again and again.
It is in this kind of monotony and loneliness far away from the bustling city, in this kind of difficulty and hardship tempering and testing, they are determined, do not fail in their mission, sacrifice their small homes, for the country, excellent completion of various work tasks, and guard the last floodgates of the outlet water quality of the national south-to-north water diversion line.
As the only full-time institution carrying out monitoring emergency and water quality protection tasks in the Danjiangkou reservoir area and the rivers entering the reservoir, Qushou Center plays a vital role in the water quality protection work of the South-to-North Water Diversion Project, and has won a number of honors for its outstanding achievements. Qushou Center has won the honorary title of National Civilized Post, the May Fourth Youth Collective Medal of Henan Province, and the second prize of Henan Provincial Environmental Monitoring Technology Competition. In the emergency incident handling work of Xiping Qihe River, Rongli Nanyang Municipal People's Government collective third class merit. Liu Xiaorui and Huang Jin were respectively awarded the third class merit and commendation by the Nanyang Municipal Government, and Xu Gaoshuang was selected as the second "Most Beautiful Environmental Protection Figure in Henan".
