In August, a strange bird flew from the creek in Baitan Village, Baisha Town, Silla District, Longyan City, certified by professionals as China's national first-class protected animal, the Hainan flounder, which is not only listed as one of the 30 most endangered birds in the world, but also known as "the world's most mysterious bird" because it is extremely rare.
"In the past five years, the number of birds that have appeared on the Longjin River has increased, the rare varieties have increased, and the population has increased" Zhang Min, a local "bird shooter", said with great interest while showing the rare birds such as the yellow-bellied horned pheasant and the white-necked long-tailed pheasant that he photographed at the national level.
The Yongjin River is part of the Yanshi Creek in the Silla District basin, which mainly flows in the central urban area and is the "mother river" in the minds of the local people. Nowadays, the arrival of distinguished guests is inseparable from Silla's long-standing concept and practice of river governance.
The basins in Silla District include the Jiulongjiang Beixi Basin, the JiulongJiangxi River Basin, and the Huangtan River Basin, with a total area of 2,685 square kilometers, and 25 rivers of more than 50 square kilometers, with a total length of 638 km.
In 1999, Silla District established the Longjin River Comprehensive Improvement Management Committee, officially opening the curtain to explore the road of "clean water and living water"; in 2017, the river chief system office was established to strengthen the ecological improvement of rivers and lakes; in December 2019, the district river chief office and the Longjin River Comprehensive Improvement Center were officially co-located, creating the first time for the establishment of a separate county-level institution for the river and lake length system in the province.

Water pollution mainly comes from aquaculture sewage discharge, domestic sewage discharge and illegal sewage discharge from industrial and mining enterprises.
In order to solve this problem, Silla District has completed the construction of 6.1 km of sewage pipe network in urban areas and 22.6 km of township sewage pipe network in combination with the transformation of old residential areas; at the same time, it has strengthened livestock and poultry breeding and agricultural non-point source pollution prevention and control, completed the promotion project of livestock and poultry manure resource utilization in the whole county, the comprehensive utilization rate of livestock and poultry manure has reached 98.68%, and the matching rate of manure treatment facilities and equipment of large-scale farms has reached 100%.
In view of the more difficult illegal sewage discharge of industrial and mining enterprises, Silla deepened the effective connection between administrative law enforcement and criminal justice. Law enforcement departments such as environmental protection, agriculture, water conservancy, public security, courts, and procuratorates continue to carry out joint inspections and law enforcement inspections, and handle all kinds of cases with the highest efficiency and fastest speed.

The comprehensive treatment of the water environment in major river basins and small watersheds, and the integrated protection and restoration of grass and sand in shanshui lintian lake with a total investment of about 1.33 billion yuan are the focus of Silla's water ecological environment restoration. At the same time, since the beginning of this year, Silla has completed the control of soil erosion in an area of 31,700 mu and completed afforestation of 0.93 million mu; in the main urban area of Longyan of the Longjin River, silver carp, bighead carp and flat round snout are stocked to purify the ecological environment of the waters through aquatic organisms and promote the ecological balance of the waters.

In 2021, the proportion of excellent comprehensive water quality in 16 sections of the main river basin in Silla District from January to September was 100%, and the proportion of excellent comprehensive water quality in 16 small watersheds was 100%. The cumulative survey of phytoplankton found 58 species, the cumulative survey of zooplankton found 24 species, and 53 species of fish, and the ecological environment of the river was gradually restored.
