The "14th Five-Year Plan for the Construction of the Emergency Response System (Including Safe Production)" in Nanjing is the first five-year plan prepared by the Nanjing Emergency Management Department after its new establishment, which is divided into six parts, including the development foundation, the situation faced, the overall requirements, the main tasks, key projects and safeguard measures.
The "Plan" clarifies the indicators, tasks and key projects. Among them, there are 7 core indicators, including 4 binding indicators: by 2025, the number of production safety accidents and the number of deaths in Nanjing will drop by 15%, and the mortality rate of production safety accidents per unit of GDP and the mortality rate of 100,000 production safety accidents employed by industry and mining commerce and trade are in the forefront of the national sub-provincial cities.

Tighten the chain of responsibility for emergency management
In order to achieve these goals, while tightening the chain of responsibility for emergency management, the Nanjing emergency management department will also optimize the emergency response system, improve the hierarchical responsibility and territorial management work mechanism, clarify the division of powers for responding to disasters and accidents at the city, district, and town levels, improve the emergency management system of unified command, special and regular, responsive, and linkage between the upper and lower levels, and open up the "last kilometer" of emergency management.
In addition, we will strengthen risk prevention and control and improve the overall level of safe production. Deepen the rectification of key industries and fields, deeply advance the three-year action of special rectification, refine the production safety credit supervision system, and advance the establishment of a safe production creditworthiness system.
Further improve emergency rescue and disposal capabilities
The Emergency Management Department of Nanjing Municipality will further enhance the emergency rescue and disposal capabilities, build a comprehensive fire rescue and assistance team, build no less than 5 and 3 key professional emergency teaching and assistance teams in the urban area, complete the digital transformation of 24 professional emergency plans in the city, and the small portable emergency communication terminal allocation rate of various professional rescue teams at the grass-roots level will reach 100%.
