On July 1, we organized the whole town cadres and workers to watch the celebration meeting together, General Secretary Xi Jinping's important speech of "July 1st" was magnificent, showing the style of a big country, is a political declaration and action guide to guide our party to better undertake the historical mission, the call put forward by all party members in the speech, I listened to it very encouraged, as a grassroots cadre, over the years, the people's living standards have been improved, the appearance of towns and villages has undergone profound changes, I am a witness, but also a participant, More deeply feel the leadership of the Communist Party of China and the remarkable advantages of the socialist system with Chinese characteristics, and more deeply feel the truth and practical power of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era. The Thirteenth County Congress comprehensively summed up the achievements and experiences made since the Twelfth County Party Congress, deeply analyzed the current situation and existing problems, and clarified the guiding ideology, goals of struggle, and main tasks for the next five years. The meeting also elected a new county party committee member, alternate member, and county discipline inspection commission member, believing that under the leadership of the new leading body and with the joint efforts of the cadres and masses of the whole county, we will continue to carry forward the spirit of poverty alleviation in Xundian, strive to start a new journey of high-quality development of "four districts and one city" in the "Fourteenth Five-Year Plan", and make a good start for the comprehensive construction of socialist modernization!

During the "Thirteenth Five-Year Plan" period, under the strong leadership of the county party committee and the county government, Hekou Town took the overall economic and social development as a whole with poverty alleviation, and the cadres and masses of the town worked together to highlight the poverty alleviation. Focusing on the overall goal of "two worries and three guarantees", and paying close attention to the implementation of responsibilities, policies and work, in 2019, it was rated as "advanced collective for poverty alleviation" by Yunnan Province, and in 2021, it was awarded the "National Advanced Collective for Poverty Alleviation" by the CPC Central Committee and the State Council, and many town and village poverty alleviation cadres were also commended by provinces, cities and counties. Economic development has burst with new vitality. In the past five years, the pace of economic development has accelerated in an all-round way, various economic indicators have been steadily increased, and local general budget revenues have maintained a good momentum of development. Please talk about what aspects your township (street, park) will focus on to ensure that high standards promote rural revitalization and contribute to the high-quality construction of "four districts and one city"?
Hekou Town will closely focus on the "14th Five-Year Plan" and the overall idea determined by the county party committee and the county government, combined with the development positioning of "four districts and one city", and take the lead in economic and social development with rural revitalization in accordance with the development ideas of "livestock revitalization town, flue-cured tobacco strong town, tourism living town, and ecological town", further consolidate and enhance the results of poverty alleviation, and solidly and effectively promote rural revitalization.
(1) Vigorously develop the livestock and poultry breeding industry. Give full play to the advantages of 10,000 mu of grass mountains and 100,000 mu of cultivated land, seize the development opportunities of "one county and one industry", vigorously develop beef cattle breeding, drive the planting of Green Storage Corn, rely on Luchong dairy farming, promote the planting of more than 35,000 mu of Green Storage Corn, increase the support for the existing 8 Gong goat breeding bases, and vigorously develop Gong Goat breeding; promote the rapid development of the layer breeding industry, and strive to create LuChong and Xiaojie egg brands.
(2) Make every effort to consolidate the basic position of flue-cured tobacco. Grasp the opportunity of tobacco planting in the industrial structure of cities and counties, further do a good job in tobacco planting planning, accelerate infrastructure construction, improve the ability to resist natural disasters, promote new technologies for flue-cured tobacco planting, improve the quality of traditional tobacco leaves, and realize the transformation of the flue-cured tobacco industry from quantitative to qualitative.
(3) Strive to develop rural tourism resources. The first is to revitalize the tourism resources of Beiding. In 2021, in accordance with the main goals and key tasks of the "14th Five-Year Plan" period proposed by the county party committee, we set up the "14th Five-Year Plan" preparation working group, organized the village committees and units directly under the town to initially propose key construction projects during the "14th Five-Year Plan" period in combination with their own actual conditions, held several meetings, solicited opinions, and demonstrated and improved the planning ideas to ensure the preparation of a "14th Five-Year Plan" that is practical and feasible and can make positive contributions to the development of the town's economic and social undertakings.
In order to ensure the smooth implementation of the "14th Five-Year Plan", we have combined with the actual conditions of Hekou Town to do a solid job in the following aspects: First, grasp the industry to promote development, focusing on strengthening the two major industries of planting and breeding; second, grasp the development and transformation, focus on the development of tourism in Beiding Caoshan to promote the development of agricultural tourism along the Niulan River; the third is to grasp the improvement of the living environment, focusing on the patriotic health "7 + 1 special action" as an opportunity to comprehensively improve the rural living environment.
