On October 25, the Inner Mongolia Autonomous Region Discipline Inspection Commission Supervision Commission reported that Wang Wei, former vice minister of the United Front Work Department of the Inner Mongolia Autonomous Region Party Committee, was suspected of serious violations of discipline and law, voluntarily surrendered, and is currently undergoing disciplinary review and supervision and investigation.

Wang Wei, born in September 1958, with a university degree, joined the Communist Party of China in September 1986 and began working in January 1977.

According to public resumes, Wang Wei worked as a grain depot worker and a middle school teacher in his early years, and in 1993 he became the deputy director of the office of the Arong Banner Committee, and later served as the director.

In October 1996, Wang Wei became the deputy secretary-general of the Hulunbuir League Bureau, and later successively served as the mayor of Hailar District of Hulunbuir City, the secretary of the district party committee, the assistant mayor of Hulunbuir Municipal Government, the secretary general of the municipal government, the standing committee member of the Hulunbuir Municipal Party Committee, and the secretary of the Manzhouli Municipal Party Committee.

From October 2014 to July 2018, Wang Wei served as executive deputy director of the United Front Work Department of the Inner Mongolia Autonomous Region Party Committee, and later as a member of the Standing Committee of the Inner Mongolia Autonomous Region CPPCC Committee.

On October 25 this year, Wang Wei voluntarily surrendered.

The Guanhai Liberation Bureau noted that in March 2016, Wang Wei put forward three suggestions to the trainees at the 25th training class for key members of democratic parties in the Inner Mongolia Autonomous Region. Among them, he mentioned that we should be people who understand politics. Apparently, he didn't do it himself.

Including Wang Wei, at least 4 members of the Standing Committee of the Hulunbuir Municipal Party Committee have been investigated:

In November 2019, Zhao Xicheng, former inspector of the Hulunbuir Municipal Party Committee of the Inner Mongolia Autonomous Region (former member of the Standing Committee of the Municipal Party Committee and secretary of the Political and Legal Committee) was investigated;

In June 2020, Zhang Yujun, a member of the party group and vice chairman of the Hulunbuir Municipal CPPCC Committee, was investigated;

In July 2021, Ba Shuhuan, former chairman of the Hulunbuir Municipal Committee of the Chinese People's Political Consultative Conference, was investigated.

Zhao Xicheng served as a member of the Standing Committee of the Hulunbuir Municipal Party Committee from March 2002 to August 2011. He was accused of engaging in feudal superstitious activities; acting as a "protective umbrella" for the criminal and evil forces; interfering, meddling in, and interrogating judicial activities in violation of the law; and allocating coal resources in violation of the law, resulting in huge losses of state-owned assets.

In September 2020, the Wulanchabu Intermediate People's Court held a public hearing in accordance with the law to hear Zhao Xicheng's suspected corruption and bribery case. Sentencing in the case will be scheduled.

From August 2011 to November 2015, Zhang Yujun served as a member of the Standing Committee of the Hulunbuir Municipal Party Committee and secretary of the Hailar District Party Committee. Officials said that he wantonly organized his children's wedding banquets to take advantage of the opportunity to amass wealth; illegally transferred state-owned coal mine assets.

In September 2020, Zhang Yujun was prosecuted. The prosecution alleged that Zhang Yujun took advantage of his position to illegally accept other people's property and property to seek benefits for others, and the amount was particularly huge.

From December 2010 to August 2011, Ba Shuhuan served as a member of the Standing Committee of the Hulunbuir Municipal Party Committee. In November 2017, Ba Shuhuan was given a warning within the party for polluting the environment in a pharmaceutical factory.

Zhao Xicheng and Zhang Yujun both worked with Wang Wei in the Standing Committee of the Hulunbuir Municipal Party Committee for 3 years, and Ba Shuhuan and Wang Wei worked together for 1 year.

In addition, there is one more person worth mentioning.

Li Cai was the mayor of Manzhouli from March 2012 to October 2014, when Wang Wei was the secretary of the municipal party committee, and the two worked together for two years.

In October 2020, Li Cai, secretary of the party group and chairman of the Hulunbuir Municipal CPPCC Committee, was investigated. Officials said that they did not strictly perform their duties, resulting in the "paper sentences" being illegally elected as deputies to the people's congress and joining the party during the period of being deprived of political rights, causing adverse effects.

In April 2021, the WeChat public account of "Inner Mongolia Politics and Law" announced the results of the investigation into the 15-year case of murderers serving "paper sentences".

According to the criminal verdict of the Hulunbuir Intermediate Court, on the evening of May 12, 1992, Batu Menghe and Bai Yongchun got entangled in playing mahjong, and Batu Menghe stabbed the other in the chest and right shoulder three times with a knife. The victim, Bai Yongchun, died of massive bleeding due to a ruptured heart.

A year after the crime, the Hulunbuir Intermediate People's Court sentenced Batu Menghe to fifteen years in prison and two years' deprivation of political rights for intentional homicide.

On September 28, 1993, after the verdict was pronounced, Batu Menghe not only did not surrender to prison to serve his sentence, but instead walked out of the detention center through "medical parole".

According to the Inner Mongolia Political and Legal Affairs Commission, in June 2010, Batu Menghe asked Tao Dao, then secretary of the Party Committee of Chen Qixi Uzhur Sumu, to handle the matter of joining the party. Tao Dao instructed Shi Mou, then a member of the Propaganda Committee of the Sumu Party Committee, and Li Mou, a gacha university student village official, to fill in the relevant materials for joining the party, conceal the fact that Batu Menghe had been criminally punished, and handle the formalities for Batu Menghe to join the party in violation of the law without the cultivation and inspection of the party branch, the discussion and resolution of the meeting, and the collective discussion and voting of the Sumu Party Committee.

Under the manipulation of Tao Dao, Batu Menghe was illegally elected as a deputy to the People's Congress of Xi'ujul Sumu in April 2009 and August 2011, and in November 2012, he was illegally elected as a deputy to the Chen Qi People's Congress. In October 2009, July 2012 and July 2015, Batu Meng and Chen Qi xi Ujul Sul Sam ru Ratara Gacha Gachada were elected in violation of the law.

West Uzhur Sumu, belonging to the Chenbal Tiger Banner in Hulunbuir City, Inner Mongolia Autonomous Region, is located in the northwest of the Chenbal Tiger Banner. When Batu Menghe was elected as a deputy to the People's Congress of West UzulSumu, it was Li Cai, the secretary of the Chenbal Tiger Banner Committee.

In July 2021, Li Cai was tried.

Prosecutors allege that from 2004 to 2020, Li Cai took advantage of his position to accept cash, foreign currency, vehicles, watches and other property from 69 trustees, equivalent to a total of more than 18.6 million yuan.

During the trial, Li Cai had no objection to the facts of the crime alleged by the public prosecution organs and voluntarily admitted guilt and accepted punishment. At present, the case is still under further consideration.
