Cao Shengli was elected in Harbin City, Xu Qin and Li Chenhua in Qiqihar City, Xu Zhenyu in Jiamusi City, Li Yansong in Daqing City, Dong Wenqin in Yichun City, Yun Zhaowu in Hegang City, Wang Yusheng and Wang Jiasi in Heihe City, and Xu Lijian in Suihua City as deputies to the 13th People's Congress of Heilongjiang Province. The 28th meeting of the Standing Committee of the 13th People's Congress of Heilongjiang Province deliberated and agreed with the examination report of the Qualification Examination Committee of the Standing Committee of the 13th People's Congress of Heilongjiang Province, confirming that the qualifications of Cao Shengli, Xu Qin, Li Chenhua, Xu Zhenyu, Li Yansong, Dong Wenqin, Yun Zhaowu, Wang Yusheng, Wang Jiasi, and Xu Lijian were valid.

In accordance with the relevant provisions of the Law of the People's Republic of China on Deputies to the National People's Congress and Local People's Congresses at All Levels, 18 deputies to the 13th People's Congress of Heilongjiang Province were terminated. Among them, 3 were transferred from the administrative region: Zhang Yupu (Qiqihar City Election), Yuan Shaoqing (Daxinganling District Xinlin District Election), Cheng Zhiming (Daxinganling District Songling District Election). Due to the change of job position, I submitted a request to resign as a deputy and have been accepted by the electoral units: Li Chengzhi, Yin Changbo (Qiqihar City Election), Li Dafang (Mudanjiang City Election), Liu Limin (Jiamusi City Election), Han Lihua (Daqing City Election), Zhang Chunjiao (Shuangyashan City Election), Xu Wentao, Yuan Fangjiang (Hegang City Election), Mali, Jiang Heqing (Heihe City Election), Zhang Junyong (Suihua City Election), Wang Hui (Daxinganling District Election), Lou Chengfeng (Daxinganling District Election), Lou Chengfeng (Daxinganling District Election) Elections in Gagdachi District, Daxing'anling District). Due to personal reasons, I submitted a request to resign from the post of deputy and have been accepted by the election unit: Zhang Jianhui (Suihua City Election). For suspected violations of discipline and law, he has been investigated and dismissed from the post of deputy: Sun Jihua (election of Xinlin District in Daxinganling District).

According to the relevant provisions of the "Election Law of the National People's Congress of the People's Republic of China and Local People's Congresses at All Levels", after Yuan Shaoqing's qualifications as deputies were terminated, his post as a member of the Agricultural and Forestry Committee of the 13th Provincial People's Congress was terminated accordingly. After Yin Changbo's qualifications as deputies were terminated, his positions as a member of the Standing Committee of the 13th Provincial People's Congress and vice chairman of the Social Construction Committee were terminated accordingly. After Li Dafang's qualifications as deputies were terminated, his position as a member of the Legislative Affairs Committee of the 13th Provincial People's Congress was terminated accordingly. After Yuan Fangjiang's qualifications as deputies were terminated, his position as a member of the Standing Committee of the 13th Provincial People's Congress was terminated accordingly. After Wang Hui's qualifications as deputies were terminated, his position as vice chairman of the Personnel Committee of the 13th Provincial People's Congress was terminated accordingly. After Zhang Jianhui's qualifications as deputies were terminated, his position as a member of the Urban and Rural Construction and Environmental Protection Committee of the 13th Provincial People's Congress was terminated accordingly.

Up to now, the 13th People's Congress of Heilongjiang Province has 559 deputies.
