In order to further strengthen the supervision and management of social organizations undertaking government procurement of service projects, and standardize the operation and management of social organization projects, from August 5, 2021 to August 6, 2021, the Civil Affairs Bureau of Licang District entrusted the Qingdao Huiquan Social Work Service Center to implement the audit of social organization service projects in the Provincial Community Governance Pilot Zone, and conducted a special audit of the construction progress of the service projects of various social organizations in Licang District that participated in and completed the project services in 2021, and the availability, disbursement and expenditure of funds.
The audit work revolves around the service projects of various social organizations participating in and closing project services in Licang District in 2021, including 3 social organizations and 3 service projects.
This audit mainly adopts the methods of financial revenue and expenditure verification, project activity file inspection, project fund management review, and examination of accounting vouchers and related financial information.
The main contents of the audit include: social organizations' 2021 project work reports, accounting statements, and relevant account book audits; understanding the effectiveness of the construction and implementation of the financial system; evaluating whether the internal control system is sound and effectively implemented; checking whether accounting and financial management are standardized; expenditure and related violations; whether the project activities are carried out legally and compliantly, and the situation of information disclosure obligations.
The auditing of social organizations is an effective means to comprehensively grasp the progress of the construction of social service projects of various social organizations in the provincial-level experimental zone of Licang District, the availability, disbursement, and expenditure of funds, and the implementation of basic construction procedures. Problems in the financial operation of social organization projects discovered in the course of auditing will be objectively, truthfully, and comprehensively reflected in the form of audit reports, and promptly reported to the relevant departments, and unified and standardized guidance and improvement will be provided for rectification and reform of various problems that arise in audits.
Through this audit, we will further rectify and standardize the implementation of the project, better play the role of various social organizations in community governance work, promote the growth of front-line social work service personnel, realize the effective coordinated operation of social service institutions in Licang District, improve the quality and level of service, and promote the standardization and professionalization of Qingdao social organizations to undertake government procurement of services.
