According to public information, Chen Zhanyun was born in January 1970, graduated from the Inner Mongolia Party School, a member of the Communist Party of China, and served as the secretary of the party working committee, the director of the management committee and the first-level researcher of the Tengger Economic and Technological Development Zone (Twin Jingtan Ecological Migration Demonstration Zone).

Born in April 1967, Dai Qin, who is also the secretary of the Ejin Banner Committee, served as deputy director of the General Office of the CPPCC Inner Mongolia Autonomous Region, member of the Xilingol League Committee, secretary of the Discipline Inspection Commission, and secretary of the Xilinhot Municipal CPC Committee.
In 2016, Dai Qin was appointed deputy secretary of the Inner Mongolia Autonomous Region Discipline Inspection Commission, and after the reform of the supervision system in 2018, he also served as the deputy director of the Inner Mongolia Autonomous Region Supervision Commission.
In 2018, Dai Qin was transferred to the deputy secretary and head of the Alxa League Committee, and in May this year, he was appointed as the secretary of the Alxa League Committee.

Why are there so many cases in the sparsely populated Ejin Naqi?

In the golden autumn, it is the peak tourist season of Ejin Naqi.
In 2019, Ejina Banner is expected to receive more than 8.1 million tourists, an increase of 14% year-on-year; achieve a comprehensive tourism income of 7.8 billion yuan, an increase of 14% year-on-year. The output value of the tertiary industry accounts for more than two-thirds of the gdp of the whole region.

For example, five infected people from the Lanzhou tour group in Gansu province visited the Ceke port on October 13 and then intersected with a retired old couple in Shanghai; a truck driver in Bayanhot Town was positive for the new crown and had loaded coal at the Ceke port of Ejina Banner; the Yinchuan tour guide was diagnosed in Tianshui, Gansu Province, and went to the Ejina Banner Ceke Port; on October 22, Ejina Banner reported the details of 19 confirmed cases, of which cases 15 and 16 were construction site workers living in the Ceke port. Case 15 has been living and living in Ejin Naqi for nearly a month, and case 16 Wang Moumou's main trajectory involves construction sites, dormitories, restaurants, supermarkets, and no history of going out.
According to the official WeChat public account of the Ceke Entry-Exit Border Inspection Station on September 18, the new crown epidemic in Mongolia continues to worsen and spread, and the nucleic acid samples of cross-border freight drivers frequently appear at the Ceke port, and the risk of external prevention of the epidemic has suddenly increased.
Ceke Port is the fourth largest land port in China and the third largest in Inner Mongolia, and is also an important transportation hub, commercial and trade center, cargo distribution center and resource channel connecting China and abroad in northwest China, about 80 kilometers away from Dalai Hubu Town, where the flag government is located. In December 2019, the Ceke Port International Cultural Tourism Zone was rated as a national AAA-level tourist attraction, with Jiebei Square, International Mongolian Yuan Cultural Customs City, Offshore Duty Free European Commodity Shopping City, China-Mongolia Border People's Mutual Trade Market, Railway Port Gate and Square, etc.
On October 18, ceke port has implemented traffic control on all traffic entrances and exits, and suspended the opening of the ceke port international cultural tourism zone.
What about the nearly 10,000 travelers stranded in the area?
Affected by the current round of the epidemic, 9,700 foreign tourists were forced to stay in Ejina Banner, Inner Mongolia.

From 22 October, Ejin Banner will provide 1 meal, 1 disposable medical mask, 1 instant noodle, ham sausage and mineral water for stranded tourists every day.
In addition, the local government has also introduced hotel price control measures during the epidemic prevention and control emergency response, stipulating that the room price should not exceed 200 yuan per day, which will be supervised by the market supervision department.
On the 21st, at a symposium between government departments and relevant representatives of hotels, travel agencies, catering enterprises, etc., Ejin Naqi Changbuhe said: "If any tourist complains, the house price is still more than 200 yuan, the Law Enforcement Bureau will write down this enterprise, I dare to guarantee that next year, the government macro-control will begin, it is impossible for tourists to live in this hotel." ”
Due to the large number of middle-aged and elderly tourists stranded in the local area, after two or three days of local isolation, many people have a shortage of medicines. In this regard, the local government said that it has collected the medication needs of tour group members, purchased by special personnel, and sent to the hotel. In addition, it also published the consultation service telephone number of Ejin Naqi Mongolian Medical Hospital on the Internet, and adopted the zero-contact service mode of "online drug purchase payment, offline drug delivery to the door" to provide drug purchase services for stranded tourists.
Previously, the Inner Mongolia Ejina Banner Culture, Tourism, Radio, Film and Television Bureau issued a letter to the majority of tourists and friends stranded in Ejina, giving away 1 ticket to 3 core scenic spots such as the Poplar Forest Tourism Area (5A) for stranded tourists, which can be visited free of charge for three years from 2021.

In addition, since the outbreak of the new crown epidemic in Ejin Naqi, farmers and herdsmen have taken out rice noodles from their homes to make oil cakes, steamed buns and other foods for tourists stranded in scenic homestays, which are collected by the staff and distributed to stranded tourists.
On social media, a woman surnamed Wang presented a short video of the family's detention in Ejina. In the video, she encourages the tourists who are also stranded here: "If you are in Alxa at this time, may you be as strong as a poplar and actively respond to the epidemic." Within hours of this short video, it attracted more than 200,000 views.
