Just after 6 a.m., Fu Tianhua got up. He habitually picked up his phone, checked today's weather conditions and forecasts for the next few days, and printed them in his mind.
The 26-year-old boy only became a "weather man" last year, and this year he has a new identity - "Entering the Bo People". As the only meteorological support liaison officer of the Shanghai Meteorological Bureau stationed at the site headquarters of the Expo, he deeply felt that he had a heavy responsibility.
"Although there are changes in the sky, the meteorological services and guarantees of the Expo must be foolproof." Fu Tianhua said so.
"Post-90s" newcomers take up the burden
It may be that there is a "tian" in the name, and Fu Tianhua has been fascinated by the weather since he was a child. Although he is a native of Shanghai, he did not hesitate to choose Nanjing University of Information Science and Technology, the top meteorological major in China, and took weather forecasting as his profession.
However, despite this, he never imagined that he would participate in the meteorological support of a heavyweight event so quickly, and be on the real front line.
"In 2020, I graduated with a master's degree and entered the Shanghai Meteorological Bureau, which can be said to be a newcomer." Fu Tianhua told reporters that in August this year, he received the task of directly participating in the preparation of the fourth CIIE as a meteorological support liaison officer.
"Say no pressure, that must be false." Fu Tianhua did not shy away from saying so. Although after entering the Shanghai Central Meteorological Observatory, he also participated in the forecasting and product production of major meteorological events including flood season and typhoons, but thinking of the "weight" of the "Expo" this major event, this young man still has some "drumming" in his heart.
What's more interesting is that Fu Tianhua also set two "records" for this position: first, he is the youngest of the four meteorological support liaisons; second, he is the only male among the four.
Fortunately, Fu Tianhua quickly adjusted his mentality, "Since the superior believes that young people can do a good job, I should accept the challenge." ”
The reporter learned that at present, the Shanghai Meteorological Bureau is relying on talent training policies such as the "Departure Plan" and the "Talent Program" to encourage young people to participate in the selection of talent projects. Give full play to the role of old forecasters in passing, helping and leading, and continuously strengthen the professional training of young forecasters. At the same time, according to the comprehensive evaluation method of the post, explore the establishment of "star chief" and "post pacesetter", and carry out selection according to objective evaluation indicators.
Fu Tianhua told reporters that it is precisely because of this that he has this rare opportunity to exercise, "I believe that this experience will also make me unforgettable for a lifetime." ”
"Timeliness" comes first
So, as the "meteorological commissioner" of the on-site command, how does the young man feel about entering the bo?
"Busy without chaos, pay attention to timeliness." This is the answer given by Fu Tianhua. At the on-site headquarters of the Expo, he contacted many functional departments for the first time and worked with various support departments on the spot.
As we all know, the perfect Expo needs to have a near-perfect meteorological service. Every day, Fu Tianhua collects the needs of each line and transmits them back to the Shanghai Meteorological Bureau, while being responsible for transmitting the information provided by the meteorological department back to the command.
It seems that this is just the simple work of a "messenger". Kefu Tianhua told reporters that there is no small matter in the Expo, and if any detail is despised, it may affect the holding of the entire event.
"Our work is closely linked to one link, and if I delay, there will be chain delays in the departments behind me." Fu Tianhua said that just as the weather forecast should pay attention to timeliness, the work of the Expo also puts "timeliness" in the first place.
One evening, Fu Tianhua received an urgent notice asking it to be communicated to all members of the meteorological service support team. To this end, he texted one by one or called to confirm, and did not fall asleep until late at night.
"Today's events must be completed today." In the Expo, time is the key. Fu Tianhua told reporters that perhaps some work is "trivial" in the eyes of outsiders, but it is these details that can be guaranteed to achieve a wonderful Expo.
"Front shop and back factory" provides service support
A small partner once asked him doubtfully, "You are a meteorological support liaison officer in the headquarters of the Expo, so can you do the weather forecast of the Expo?" ”
"I'm not alone." Fu Tianhua told reporters with a smile that according to the needs of the Expo, the Shanghai Meteorological Bureau set up the "Expo Meteorological Observatory" and four departments, including the Comprehensive Security Department and the Information Publicity Department, thus creating a working mode of "front shop and rear factory".
"For the meteorological department, I am like the 'shop boy two' in front." Fu Tianhua said that behind him is the "special office" of the Expo Meteorological Observatory, as well as the technical guidance and scientific and technological support of the entire Meteorological Bureau, the "local team" of the Yangtze River Delta, and the "national team" of the China Meteorological Administration.
It is understood that at present, the Shanghai Meteorological Department has established a "Meteorological Service Command System for the Expo". Through this specially developed mobile terminal system, all the needs collected by the "front shop" are gathered in the form of task lists to the Expo Meteorological Station, which distributes tasks, and after the "back factory" is processed, the same export is fed back to the "front shop". The process is flattened, so that the meteorological service of the Expo is orderly, busy and not chaotic.
Nowadays, in the face of higher requirements of the Meteorological Demand of the Expo, the guarantee service also strives to do better.
The upgraded version of the "Urban Fine Management Meteorological Prophet System" developed by the Shanghai Meteorological Department has officially appeared at the Expo, incorporating the professional command system of "one network unified management" for urban operation, and has connected the security command center of the Expo, the relevant command platform for the urban operation guarantee of the Expo, and the mobile observation vehicle on the spot of the Expo, etc., to support government decision-making and the command and deployment of the urban operation management department. Through the "meteorological plug-in", the command platform of each department can easily query the meteorological information of the key scenes of the Expo.
Five X-band phased array weather radars will work together with Shanghai's first dual-polarized phased array weather radar in Songjiang to form a multi-radar collaborative observation network covering the airspace of the Expo Pavilion, giving real-time three-dimensional intensity distribution and three-dimensional wind field information of precipitation echoes, as well as refined radar observation products with a time resolution of 30 seconds and a spatial resolution of 100 meters.
The meteorological department strengthens the research and development of intelligent forecasting technology featuring "machine learning + numerical forecasting", and on this basis, upgrades and improves the business system with the intelligent grid as the core, and improves the level of intelligence, automation and precision. At the same time, optimize the business process, open up the "intelligent grid post - short-term monitoring post - decision-making service post" shift, and further intensively optimize the staffing.
In addition, there are meteorological conditions and living index forecasts for gas pollution, forecasts for 1 km of gridded precipitation, and forecasts for vertical contours of boundary layers.
It was precisely with these "artifacts" that Fu Tianhua, who was located in the command, was "firm" in his heart.
Nowadays, the moment of "lifting the veil" of the Fourth CIIE is getting closer and closer, and Fu Tianhua's work has become more and more busy.
"It is my wish to do my best to ensure that the meteorological protection of the Expo is foolproof." The "post-90s" young man said so.
