One or two pigs, a few sheep, two wooden planks on a large vat as a toilet, a leaky roof, and no kitchen were once a true portrayal of the life of the villager Shi Chengfu's family. In November 2013, General Secretary Xi Jinping came to Eighteen-Hole Village and formally put forward the strategic idea of "precision poverty alleviation" in the courtyard of his home.
"On February 21, 2014, we conducted a democratic review of the applicants, with 28 participants, and Shi Chengfu received 17 votes in approval, ranking 6th in the number of votes." Opening the file of the poverty alleviation target, the first material is the application approval form for the poverty alleviation target, and the column that attracts special attention is "The Evaluation of the Village Review Group".
Those who bought commercial houses in the city were not evaluated, those who obstructed the construction of public welfare undertakings were not evaluated, and those who built buildings with more than three floors in the village were not evaluated... Eighteen-hole village almost in the context of no precedent to follow the "seven-step method" and "nine non-evaluation" and other selection methods, the power to identify poor households to the village masses, timely list and publish the results, quickly identified 136 poor households, 542 poor people identified.
On the approval form for poverty alleviation targets filled out in 2014, Shi Chengfu's family's contracted responsibility land was only 2.3 mu, and the family's annual income was 4500 yuan, and the figures in the form reflected the difficulties of his family's life.
It was also from this year that the pages of the table recorded the village's assistance measures and help results: "help to develop kiwifruit cultivation", "help to contact medical poverty alleviation", "help to carry out household road reconstruction", "help guide the opening of farms"... For more than two years, Shi Chengfu's front and back of the house were paved with bluestone slab roads, his home was connected to running water, and his yard also had a resounding name - "Precision Poverty Alleviation Square".
Shi Chengfu now talks about the changes in his hometown and how he went to Beijing to tell the story of poverty alleviation in the eighteen-hole village to the people of the whole country, and he has become the "image ambassador" of this small village.
In the archives, several annual per capita income calculation tables show the structural changes in the income of the villagers in this small village. In 2014, villager Yang Chaowen's total household income accounted for 76% of wage income. In 2019, that number went to zero. At the same time, their family's operating income exceeded 70,000 yuan, compared with 1,500 yuan five years ago.
The change in this set of figures is due to Yang Chaowen's choice to go home to start a business and run a farm. After the village road was built, the village also had a parking lot and a visitor center. Yang Chaowen and his wife saw the opportunity to no longer go out to work, focusing on running a farm at home, and their operating income in 2017 increased by 56,900 yuan compared with 2014.
In the book, there are two pages of pictures of villagers' smiling faces, which truly reflect their heartfelt feelings of happiness. It is hard to imagine that when the card was just established in 2014, Yang Wuyu, the lowest income of the 24 poor households selected in the book, had an annual family income of only 1400 yuan.
Yang Wuyu recalled that before the road in the village was built, the entry and exit of materials depended on shoulder picking. If one or two pigs raised by the family are to be sold, they need to be carried with help and walked for an hour or two up the mountain road to be transported outside the village. When he went to the farmer's market, he sold the pork at a price of two or three yuan per kilogram, so his family's income was only 1400 yuan a year. Today, in order to support the development of rural tourism in Eighteen-Hole Village, the Huayuan County Taxation Bureau rented his house. This alone can make him a net income of 20,000 yuan a year.
General Secretary Xi Jinping proposed at the National Poverty Alleviation Summary and Commendation Conference that targeted poverty alleviation is the magic weapon to win the battle against poverty, and the development-oriented poverty alleviation policy is a distinctive feature of the path of poverty reduction with Chinese characteristics.
"Precision poverty alleviation" is like a bright light, shining into the hinterland of Wuling Mountain, which was once poor and backward. Here, poverty alleviation cadres and villagers worked together to create the "Identification Classic", sing the "Industrial Economy", and explore a series of experiences that can be used as a reference for the national poverty alleviation cause.
