On the occasion of the third anniversary of the reform and transfer of the fire rescue team, the reporter walked into the fire rescue detachment of Sanming City, Fujian Province, to visit the field and deeply felt the changes brought by the restructuring to the fire brigade.
On November 9, 2018, the national comprehensive fire rescue team was awarded the flag and received a speech, issued a general order to forge ahead into a new era and start a new journey, and put forward the general requirements for fulfilling new missions and realizing new deeds.
"The mission gathers strength, reform urges people to forge ahead", the person in charge of the Sanming Fire Rescue Detachment said that in the past three years, the detachment has been loyal to the party, strict discipline, going to the soup and fighting the fire, dedicated to the people, undertaking the important responsibility of preventing and resolving major safety risks, responding to various disasters and accidents, and maintaining the stability of the fire situation and team building.

Mission accomplished
In the past three years, the detachment has focused on the development positioning and goals of Sanming, centered on the goal of "one district and six cities" in Sanming City, carried forward the work style of "rushing and rushing", and promoted 8 "tough projects"; integrated into the development strategy of the national revitalization of the old revolutionary area, declared the national emergency equipment and material reserve library construction project; formulated the "14th Five-Year Plan" special plan for fire protection, and deeply planned the blueprint for the reform and innovation and development of the Sanming fire rescue team.
Any blueprint is always hammered one after another, and step by step the blueprint becomes reality.
In the past three years, the Sanming Fire Rescue Detachment has set up 8 professional rescue teams and 1 heavy construction machinery brigade for earthquakes, mountains and waters, promoted the construction of the corps-level water rescue training base project, and built a joint logistics linkage mechanism for multi-departmental overall cooperation, accelerating the transformation and upgrading of the team and strengthening the professional force.
In July this year, the detachment scientifically, quickly and efficiently handled the Yong'an "7.16" collapse accident in the construction of civilian houses, which was praised by the leaders of the Ministry of Emergency Management as a "classic textbook rescue", and the sharp blade began to show its sharp edge.
The greater strength of the support has also become a significant feature of the detachment after its restructuring. The person in charge of the detachment told reporters that the total investment in local fire fighting funds in cities and counties has maintained an increase year by year, upgrading and renovating 15 fire brigade stations, and promoting the construction of 8 fire brigade stations; taking the lead in completing the approval and distribution of wage projects such as retaining subsidies and reform subsidies in Fujian Province; the municipal finance department has specially issued documents to clarify that the funds for fire fighting equipment during the "Fourteenth Five-Year Plan" period are included in the special fund guarantee of the government budgets at the same level; 20 percent of the annual business funds are invested to consolidate the grass-roots infrastructure construction, and the commanders and fighters' desire to settle down in the station is even stronger.
In addition, the detachment promoted the construction of "smart firefighting", completed the construction of 1010 "smart electricity" systems in key industry areas, and 159 key fire safety units connected to the Internet of Things remote monitoring system; explored the establishment of a modern fire control closed loop of "one screen control of the situation, one map of strength dispatch", developed a fire fighting and rescue APP, used the "emergency communication support system" to accurately display the disaster accident scene, and realized the flat visual intelligent combat dispatching and command, with higher scientific and technological content.
According to reports, in the past 3 years, the number of fires, deaths and injuries in Sanming City has decreased year by year, and in 2021, it has reached a new low in the past 8 years, successfully handled the "4.12" Mingxi South Pharmaceutical Explosion Rescue and other hard battles, and carried the main force of comprehensive emergency rescue and the national team with practical actions.

In the past three years, the Sanming fire rescue team has focused on the fire safety problems that Sanming citizens are most worried about and most look forward to, come up with solutions one by one, and write wonderful answers in the struggle forward.
-- Curbing the "small fire deaths". This is an "old and difficult" problem that extremely tests the ability of cities to comprehensively manage. The detachment actively built 24 fire safety demonstration villages, built 424 centralized charging places for electric bicycles in residential areas, and built a safety barrier for citizens; held 580 "fire protection publicity into the Soviet District" activities in the form of government procurement services, promoted fire safety into the new farmer curriculum, and trained 1680 rural fire "understanders".

The detachment explored a new way of grass-roots fire control, took the lead in establishing 141 township fire stations in Fujian Province, promoted the local undertaking establishment personnel to engage in fire control work the fastest and largest number of people in the country, and created a "Sanming model" for township (street) fire law enforcement reform; implemented the "vice president of fire protection" and "deputy director of fire protection" appointment mechanism, carried out fire hazard investigation, strengthened fire prevention publicity and training, and achieved new breakthroughs in the bottleneck problem of fire control at the end.

The detachment pioneered the double random "1 + 1" supervision model, fully implemented the "three autonomous two open one commitment", all fire licensing matters were online "one network communication office", piloted the implementation of the opening inspection notification commitment system, the implementation of minor violations of the fire field exemption; in-depth fire safety special rectification three-year action, solid promotion of various special rectification, 3 years to supervise the rectification of 27457 fire hazards, a set of "combination fists" highlighted the determination to eliminate the problem with an iron fist.
