The "Learning Garden" Social History ‖ the Fourth National Congress

The Fourth National Congress of the Jiusan Society was held in Beijing from December 2 to 14, 1983. The meeting was attended by 300 delegates from 28 provinces, municipalities and autonomous regions across the country. This is the largest event since the establishment of the society. The main agenda of the meeting was: to deliberate the work report of the Sixth Central Committee, to consider and adopt the new Constitution of the Jiusan Society, and to elect a new leading body.

The CPC Central Committee attaches great importance to this congress and sends deputies to the meeting to congratulate and deliver congratulatory speeches. The congratulatory message spoke highly of the work of the Jiusan Society, saying that it "is a close comrade-in-arms of our party"; praising the Jiusan Society for "playing a major role in China's revolution and construction"; highly praising the Jiusan Society for "opening up a new way in serving the four modernizations"; and hoping that the members of the Jiusan Society "will make new achievements and make their own unique contributions in the fields of science, education, and technology, especially in cultivating scientific and technological education talents who are popular and specialized in science and technology for the country."

Executive Chairman of the Conference, Yan Keats, presided over the opening ceremony. Xu Deheng, Executive Chairman of the Conference, delivered an opening speech. He said: This congress is being held under the excellent situation in which the people of all nationalities throughout the country are following the grand program formulated by the Twelfth CPC National Congress and comprehensively opening up a new situation in socialist modernization. The congress was a congress of far-reaching significance. He called on all members to work with one heart and one mind, redouble their efforts, and make greater contributions to the building of socialist material and spiritual civilization and to the struggle for Taiwan's return to the motherland and the completion of the great cause of the motherland's reunification.

Zhou Peiyuan, executive chairman of the congress, made a work report entitled "Uniting in Struggle, Revitalizing the Chinese Nation, and Making New Contributions to Socialist Modernization." The report is divided into three parts: First, the excellent situation of the united front; second, the work of the society has begun to emerge a new situation that has not been seen since the founding of New China; and third, the main tasks in the future. Zhou Peiyuan focused on the achievements in six aspects. He pointed out: Over the past four years and more, under the leadership and help of the Communist Party of China and on the track of serving socialist modernization, the Jiusan Society has opened up new fields of work, opened up new paths, and begun to emerge in a new situation. He clearly pointed out that the main task of the society in the future is to conscientiously implement the spirit of the Twelfth CPC National Congress and the Second Plenary Session of the Twelfth CENTRAL Committee, and under the leadership of the CPC, work hard with one heart and one mind, work hard, and strive to build socialist material and spiritual civilization and realize the three major tasks of the 1980s!

Also present at the opening ceremony were Liao Hansheng, vice chairman of the NPC Standing Committee; Ji Pengfei, state councilor; Yang Jingren, vice chairman of the CPPCC National Committee and director of the United Front Work Department of the CPC Central Committee; and responsible persons of various democratic parties and relevant departments.

Party and state leaders Hu Yaobang, Deng Xiaoping, Peng Zhen, and Deng Yingchao cordially met with all the deputies at the Great Hall of the People on the afternoon of December 3, congratulated the congress again, and took a group photo with the deputies.

On the afternoon of 4 July, the United Front Work Department of the CPC Central Committee and the State Nationalities Commission held a tea party in the banquet hall of the Great Hall of the People to entertain all the representatives of the Jiusan Society, the Peasants' and Workers' Party, the Zhi Gong Party, and other parties. The tea party was presided over by Li Ding, deputy director of the United Front Work Department of the CPC Central Committee. Yang Jingren, director of the United Front Work Department of the CPC Central Committee and director of the State Nationalities Commission, delivered a speech at the meeting. Xu Deheng spoke at the meeting.

At the plenary meeting on 4 July, Sun Chengpei, executive chairman of the congress, conveyed the important speeches of Deng Xiaoping and Chen Yun at the Second Plenary Session of the 12th CPC Central Committee and Hu Yaobang's speeches at the forum of non-party personages.

On the 5th and 6th, the congresses discussed the "Work Report" in groups, and the deputies spoke enthusiastically to discuss the new situation of united front work, the work of the society in recent years, and the future tasks.

When discussing the "Jiusan Society's Constitution (Draft)," the deputies unanimously held that the original Constitution was formulated in 1979, and over the past four years or so, the country has achieved a great historical change, profound changes have also taken place in the appearance of the Society, the original Constitution can no longer meet the requirements of the new situation, and it is necessary for the current congress to make certain amendments to the Constitution. During the discussion, many opinions and suggestions were put forward on the nature of the society, the development priorities and the organizational system.

On the afternoon of the 11th, the general assembly held a plenary meeting. Executive Chairman Sun Chengpei presided over the meeting, and Executive Chairman Li Yi made a report on the discussion of the "Work Report" and the "Jiusan Society Chapter (Draft)" and the revision suggestions of the various groups. All the delegates unanimously adopted the "Work Report" and the new "Statutes of the Jiusan Society" by a show of hands. The "Constitution" expresses the nature of the Jiusan Society as follows: "The Jiusan Society is an integral part of the patriotic united front led by the Communist Party of China, a democratic party with high- and middle-level intellectuals in the scientific and technological circles as the main component, a political force serving socialism, and a political alliance of socialist workers and patriots who support socialism." ”

The congress also elected by secret ballot 169 members of the Seventh Central Committee of the Jiusan Society, and 24 alternate members of the Central Committee.

The first plenary session of the newly elected Seventh Central Committee was held on the afternoon of the 12th. The meeting elected the head of the Central Committee. At the age of 94, Xu Deheng was re-elected chairman of the Central Committee, and Zhou Peiyuan, Pan Shu, Mao Yisheng, Yan Keats, Jin Shanbao, Lu Yudao, Ke Zhao, Sun Chengpei, Xu Caidong, Hao Yichun (female) and An Zhendong were elected as vice chairmen.

The meeting elected 62 standing committee members and elected members of the Central Executive Bureau with Sun Chengpei as the director, who are responsible for presiding over the daily work of the Central Committee. Elect Zhao Weizhi as Secretary-General. The list of advisers to the Central Committee was adopted.

During the meeting, the Central Committee of the Society held a tea party to welcome the women delegates to the conference. The tea party was presided over by Hao Yichun, director of the Women's Working Committee of the Central Committee of the Society. Xu Deheng personally attended the venue and delivered a speech to congratulate the female members on their contributions to the construction of the four modernizations. More than 40 women delegates attended the meeting.

On the morning of December 14, the Congress closed. The closing ceremony was presided over by Zhou Peiyuan. Xu Deheng spoke first at the closing ceremony. He hoped that everyone would convey and implement the spirit of this meeting well. Li Ding, deputy director of the United Front Work Department of the CPC Central Committee, responsible persons of the CPPCC National Committee, and various democratic parties attended the closing ceremony. Pan Shu delivered a closing speech. He said: This congress is a meeting of uniting and forging ahead, carrying forward the past and forging ahead, and will certainly become a new starting point for opening up a new situation in social work. He called on all members to boldly and realistically put forward opinions and suggestions in the work of helping the CPC rectify the party style; to play an active role in the building of spiritual civilization; under the leadership of the CPC, wholeheartedly strive to accomplish the three major tasks of the 1980s, and contribute all their knowledge and wisdom to the great cause of rejuvenating China!
