On February 1, 1947, in accordance with the orders of the Central Military Commission, the Shandong Field Army merged with the Central China Field Army to form the East China Field Army. The 1st Division of the former Central China Field Army was reorganized into the 4th Column of the East China Field Army. The 1st Brigade of the 1st Division of the former Central China Field Army was organized as the 10th Division, the 2nd Brigade as the 11th Division, and the 3rd Brigade as the 12th Division, with a total of more than 30,000 people. In February 1949, according to the order of the Central Military Commission on unifying the organization and number of the whole army, the 4th Column of the East China Field Army was renamed the 23rd Army of the Chinese People's Liberation Army.

Rear Admiral Mei Jiasheng: Former Chief of Staff (later Deputy Commander of the Navy)
Major General Liu Wenwen: Former director of the Political Department
Major General Xie Yunhui: Former deputy director of the Political Department
Major General Xie Shengkun: Former deputy director of the Political Department
Major General Li Binshan: Served as deputy political commissar of the 10th Division
Major General Zhang Riqing: Served as director of the Political Department of the 10th Division (later deputy political commissar of the Beijing Military Region)
Major General Zhang Zhendong: Former commander of the 10th Division
Major General Fu Qingjian: Served as the political commissar of the 10th Division
Major General Tan Zhigeng: Former commander of the 11th Division
