According to the official resume, Li Hui was born in March 1959 and served as deputy general manager of Gansu Xiaosanxia Power Generation Company, party secretary and general manager of Gansu Power Investment Darong Electric Power Co., Ltd.
In 2009, Li Hui became a member of the party committee and deputy general manager of the Gansu Provincial Electric Power Investment Group Corporation (Gansu Provincial Investment Group Corporation), and it was Li Ningping who was the party secretary and general manager of the company at the time, and the two began to work together in a team.
In 2015, Li Hui was appointed as the general manager of Gansu Electric Power Investment Group Corporation (Gansu Provincial Investment Group Corporation). At the cadre conference at that time, Li Hui said: "I sincerely thank Chairman Ningping for his help and guidance to me over the years. In 2018, Li Hui was appointed deputy director of the Economic Committee of the Gansu Provincial Committee of the Chinese People's Political Consultative Conference, and later stepped down as the general manager of the Gansu Provincial Electric Power Investment Group Corporation (Gansu Provincial Investment Group Corporation).
In December 2020, Li Ningping, who had reached the age of 69, was investigated, and two months later, Li Hui was also investigated.
